1. Get a Requirements-Checklist and application forms from your municipals
office (Office of the Building Official) or in City Buildings and Architecture Office (CBAO). The checklist includes: The applicant should be the registered owner of the lot. Obtain certified true copy of the land title from the Register of Deeds (RD) - The certified true copy of the land title serves as proof of ownership of the land on which the building is to be built. Obtain lot plan with site map from the Geodetic engineer -Must obtain the lot plan with a site map from a geodetic engineer to confirm the location of the land purported to be in the land title. The lot plan with a site map is signed, sealed, and prepared after a meticulous geodetic survey, or at least after an analysis has been conducted of the lot technical description appearing on the title. If property is not registered under the name of the applicant, submit any of the following: Certified photocopy/ original/ duplicate copy of Contract of Lease, Absolute Deed of Sale, Conditional Deed of Sale, or Original Copy of Authority to construct the property. The applicant must have Tax Declaration with Documentary Stamp from the City Treasurers Office. The applicant must also have the latest quarter of the Real Property Tax Receipt or Certificate of Non-Tax Delinquency with Documentary Stamp from the City Treasurers Office. The applicant must duly accomplish Building Permit forms that he/she can get from the Office of the Building Official or in the City Building and Architecture Office. The applicant must have the following: Complete building plans to be prepared by your Civil Engineer signed by the owner. Structural design and analysis for buildings with floor area of 20 sq. m or more Building specifications Bill of materials The applicant must take latest picture of the site Photocopy of updated professional tax receipt and Professional Regulations Commission (PRC) identification of all professional signatories to the application forms and plans must be presented. The applicant must accomplish Zoning Compliance Certificate which he/she can get from the City Planning and Development office The applicant must accomplish Fire Safety Evacuation Clearance to be given by the Fire Department. The applicant must accomplish WWSS BP Certificate from CEPMO (septic tank and sewerages). The applicant must accomplish Environmental Compliance Certificate from the DENR. The applicant must accomplish Fencing/Excavation permit from the Office of the Building Official. 2. Go to the Office of the Building Official or in CBAO and submit the papers. They will tell you then where to go next, in this case Assessors Office. 3. The applicant will then be proceeding to the evaluation of plans and assessment of fees. 4. The applicant will be given an Order of Payment Slip and will proceed to the Treasurers office for the payment. 5. After payment of fees, the applicant will wait for the approval of the permit. 6.
