Respected Sir,
Under your dynamic leadership Odisha has become a happening
State and the State is poised for two digit growth. Due to your
benevolent acts, every section of the society is getting benefitted, but
we engineers are a neglected lot, who are instrumental to the
development of the state.
Even though Honble Chief Minister had given the written
instruction on 22/01/2010 (Copy enclosed), for redressal of all the
pending issues the degree engineering cadres have not been given due
justice so far even after lapse of long 7 years. The Engineers of the
State feel neglected as they are deprived of their legitimate claim.
In the Extended Executive Body meeting of the Odisha
Engineers Services Association (OESA) on 23rd April, 2017, the
members of the OESA expressed their deep anguish over the inaction
of the Government on the various demands of the Association, more
particularly with regards to the serious pay anomalies in the
engineering cadres of degree engineers.
Recently, the medical services have been restructured where the
number of posts in PB- 4 (37400 -67000+ GP8700) is at par with that
of OAS and OFS cadre, i.e. around 7% of their cadre strength. Even
though major engineering department viz. Works and Water Resource
are coming under the aegis of Honble Chief Minister, the engineering
cadre has a meagre 1.7% posts of the cadre strength at PB- 4, which is
much below the percentage strength of equivalent cadres like OAS,
OFS and Medical Services who have 7% posts of Cadre strength at
PB-4.
