MC1 11i Cat 6 PSB Step 4 Creat baseline budgets from historical worksheets for
use in budget revisions for line items and positions.
In e-mail, Earl has stated that Step 4 will not be needed. There is only one stage in the budget at this time
(Proposed). This step may need to be performed at another time, if the Adopted budget is in the module.

In PSB step 4 is the one we are not going to do after looking at 11i instance. We wanted to
do step 1 as a double check because my memory is good but very short. I don't think we changed
anything in GL but this is a double check.
