SECURITY OF NATIONAL SECURITY RELATED PRISONER TRANSFERS

BACKGROUND:

In March 2016, the RCMP applied for a terrorism Peace Bond

Provincial corrections officials can request a police escort for a prisoner transfer if a risk assessment
determines there is a risk of an incident during the transfer. Such requests would be made to police
of jurisdiction. The RCMP could participate in such a transfer if warranted and on a case-by-case
basis, if requested. The RCMP has no mandate or responsibility to provide security for terrorism
related prisoner transfers.

The RCMP was also


consulted, and indicated that, based on the Forces investigation there was no danger associated
with transferring the individual from one location to another.

prisoner.

Provincial corrections officials identified that they had made the RCMPs Counter Terrorism
Information Officer (CTIO) training available to their officers. The RCMP offers CTIO training to
partners across Canada to help public safety professionals, including corrections officers, identify
potential indicators of terrorist attack and the early signs of radicalization to violence.

No attempt has been made in Canada to forcibly free a national security detainee in the past.
