1. OBJECTIVE

1.1 To define the limits of the Station Systems for the application of the
Safety Rules and to address points of isolation for those Systems
outside the Station's boundaries.

2. SCOPE

2.1 This instruction applies to all situations where there is an external

interface or boundary with other systems that can impact on safety.

3. DEFINITIONS

3.1 Definitions printed in bold type are defined in the Safety Rules.

4. RESPONSIBILITIES

4.1 It is the responsibility of the Safety Controller to identify the

precautions necessary to secure safety from the system, including
those provided by others at external boundary points.

5. GENERAL

5.1 The following Systems may cross Site boundaries and therefore
require action by external organisations to effect an isolation and
enable a Safety Document to be issued to allow work to be carried
out safely within the Station:-

1. Main Grid Systems

2. Temporary Site Power (Construction Phase)
3. Fuel Gas
4. Fuel Oil
5. Cooling Water Intake
6. Cooling Water Purge
7. Towns Water
8. Sewage
9. There may be others which are site specific

5.2 Certain Plant and equipment contained within the site boundary may
be deemed as not part of the System and therefore not subject to
the Safety Rules, these may include some or all of the following:

5.2.1 Sewage plant and equipment.

5.2.2 Mobile plant and vehicles.

5.2.3 Portable tools.

5.2.4 Workshops - but excluding cranes and switchboards to which

the Safety Rules apply.

5.2.5 Canteens - but excluding cranes and switchboards to which the

Safety Rules apply.

5.2.6 Offices, stores, and compounds - but excluding cranes and

switchboards to which the Safety Rules apply.

5.2.7 Security and Fire Alarm systems.

5.2.8 Domestic plumbing.

5.2.9 Gatehouse and security equipment.

5.2.10 Computer rooms and computing equipment.

5.2.11 Communication equipment.

The Site Manager will identify such systems on which the Safety Rules
are not applicable and record them in a Local Safety Instruction.
