An ordinance is needed to be passed in order to change the official logo or

corporate seal of a barangay. Legislative actions by the Sangguniang Barangay or


Panlungsod are needed to be passed as an ordinance to take effect. Article 107 (a) of the
Implementing Rules and Regulations of the Local Government Code of 1991 provides
that legislative actions of a general and permanent character shall be enacted in the form
of ordinances, while those which are of temporary character shall be passed in the form
of resolutions. Matters relating to proprietary functions and to private concerns shall
also be acted upon by resolution.

The power of the sangguniang barangay to change the official logo or corporate
seal of the barangay is provided by Section 22 (a) (3) of Local Government Code of 1991
which gives it the power to have and use a corporate seal and Section 22 (b) of the same
Code states that local government units may continue using, modify, or change their
existing corporate seals: Provided, That newly established local government units or
those without corporate seals may create their own corporate seals which shall be
registered with the Department of the Interior and Local Government: Provided, further,
that any change of corporate seal shall also be registered as provided herein.
