Notes The IIR 2004 is the fourth in the annual series of substantive reports produced by the
3iNetwork (IDFC, IIM-Ahmedabad, and IIT-Kanpur) on infrastructure development in India.
This report, recognizing the limits of the current paradigm of the governments role in
infrastructure, argues for an enhanced role for the private sector and end-users. It also
outlines necessary initiatives from the government in the form of policy frameworks for
public-private partnerships, and private financing initiatives for publicly contracted
infrastructure as well as privately financed and provided infrastructure. It presents
examples of pioneering initiatives in this direction, which are demonstrative of good
practices that may be replicated elsewhere. It reviews developments in electricity, telecom,
water, roads, urban infrastructure, municipal fanancing and accounting reforms, ports, and
energy.
