The Fountas & Pinnell Leveled Literacy Intervention System (LLI) provides supplemental literacy instruction for 131 low-achieving K-5 students at Heritage Elementary School. Students receive 30-45 minutes of LLI instruction 4 times per week. Data from NWEA MAP, DRA, and Fountas & Pinnell assessments show that the majority of LLI students increased their reading scores from fall to spring. Specifically, 87% of all LLI students and over 67% of students in each grade level showed growth on NWEA MAP scores. Data is regularly reviewed to evaluate the effectiveness of the LLI program and ensure structures are in place for monitoring implementation and progress.

Provide a detailed description of the strategy/ program/ initiative being evaluated.
The Fountas & Pinnell Leveled Literacy Intervention System (LLI) is a small-group, supplementary literacy intervention designed to provide powerful, daily, small-group instruction for the lowest achieving students in need of intensive support to achieve grade-level competency in reading and writing. Through systematically designed lessons and original, engaging leveled books, LLI supports learning, helps students expand their knowledge of language and words and how they work. The K-5 students that have been identified for Tier II supplemental intervention based on multiple metrics (DRA, M-STEP, NWEA, etc.) are eligible for the LLI program. The number of students that are receiving LLI are as follows: Grade 1- 22 students Grade 2- 32 students Grade 3- 23 students Grade 4- 27 students Grade 5- 15 students Total of 131 students have received LLI instruction. The Intervention Team (Elementary Instructional Specialist (EIS) and Highly Qualified para-educators) provide the LLI Tier II supplemental instruction during What I Need (WIN) time, four times each week for 30-45 minutes, depending on the grade level. The support began September 14, 2015 and will be completed when the student reaches grade level expectations (it is possible for a student to exit during the school year). Reading Records, DRAs, DRA Progress Monitoring, Fountas and Pinnell Benchmark Assessments and NWEA have been used to measure growth What does the evidence show regarding structures being in place to collect and review implementation data? The structure of Tier II Intervention (BIT meetings, WIN time, weekly/monthly common planning/professional learning, data analysis, collaboration, etc.) provides the opportunity collect and review progress monitoring data and determine the effectiveness of the LLI program. Each year, beginning and end of the year data is compared and analyzed to determine the growth of each student, the building and district and is shared at the building and district level. 87% of Heritage Elementary LLI students K-5 have increased their RIT scores on the NWEA from fall to spring. K= 67% of students using LLI increased RIT scores from fall to spring as measured on the NWEA Grade 1= 100% of students using LLI increased RIT scores from fall to spring as measured on the NWEA Grade 2= 81% of students using LLI increased RIT scores from fall to spring as measured on the NWEA Grade 3= 90% of students using LLI increased RIT scores from fall to spring as measured on the NWEA Grade 4= 74% of students using LLI increased RIT scores from fall to spring as measured on the NWEA Grade 5= 100% of students using LLI increased RIT scores from fall to spring as measured on the NWEA Our district goal was to have 90% of our students increase their personal RIT score from fall to spring as shown on the NWEA/MAP testing. Our measurable objective: A 3 % increase of students in identified subgroups (i.e. lowest 30%, Economically Disadvantaged, Limited English Proficient and Students with Disabilities) will demonstrate proficiency on state standards in Reading by June 15, 2016 as measured by multiple metrics. 85% of students of students will demonstrate a proficiency in Reading by June 30, 2022. This year, in reading, 83% of our Heritage students increased their personal RIT score from fall to spring as shown on the NWEA/MAP testing. This year, in reading, 87% of our Heritage LLI students increased their personal RIT score from fall to spring as shown on the NWEA/MAP testing. The impact LLI had on our students' achievement is as follows: Kindergarten-- 90% of Heritage students increased their personal RIT score from fall to spring as shown on the NWEA/MAP testing. 67% of Heritage LLI students increased their personal RIT score from fall to spring as shown on the NWEA/MAP testing. Grade 1-- 95% of Heritage students increased their personal RIT score from fall to spring as shown on the NWEA/MAP testing. 100% of Heritage LLI students increased their personal RIT score from fall to spring as shown on the NWEA/MAP testing. Grade 2-- 87% of Heritage students increased their personal RIT score from fall to spring as shown on the NWEA/MAP testing. 81% of Heritage LLI students increased their personal RIT score from fall to spring as shown on the NWEA/MAP testing. Grade 3-- 85% of Heritage students increased their personal RIT score from fall to spring as shown on the NWEA/MAP testing. 90% of Heritage LLI students increased their personal RIT score from fall to spring as shown on the NWEA/MAP testing. Grade 4-- 74% of Heritage students increased their personal RIT score from fall to spring as shown on the NWEA/MAP testing. 74% of Heritage LLI students increased their personal RIT score from fall to spring as shown on the NWEA/MAP testing. Grade 5-- 70% of Heritage students increased their personal RIT score from fall to spring as shown on the NWEA/MAP testing. 100% of Heritage LLI students increased their personal RIT score from fall to spring as shown on the NWEA/MAP testing. Although the LLI program had an impact on student achievement, each grade level reported growth, there is still an achievement gap for our targeted students. We continue to strive for all students to meet grade level expectations. When looking at the impact LLI had on our subgroups achievement, the following is: The data for these subgroups are as follows: Economically Disadvantaged: Kindergarten: Economically disadvantaged students at Heritage students grew 91% in RIT scores from fall to spring, Economically disadvantaged students at Heritage using LLI grew 83% in RIT scores from fall to spring using LLI.
