    The citizens of the Heart of the Valley voted to form a government-in-exile called the Heart of the Valley (HOTV) to act as the successor state to the United States of Lego (USL) after it lost its sovereignty. The HOTV meets the criteria of sovereignty by having a defined territory in Corvallis, a permanent population that it protects, a government to continue governance for the USL, and the ability to engage in foreign relations. Therefore, the HOTV has legal presence as a sovereign state retroactively from when it first fulfilled these criteria.     EstablishingLegalPresence

    TheCitizensoftheHeartoftheValleyherebyofficiallyvotetoforma
    government-in-exile,thesolelegitimatesuccessorstatetotheUnitedStatesofLego
    anditsinterests,assets,andliabilities.

    ThegovernmentshallbeknownastheHeartoftheValley,subsequentlyreferredto
    astheHOTV,butthenationtowhichitscitizensshallowetheirallegiancecontinues
    tobetheUnitedStatesofLegos,subsequentlyreferredtoastheUSL.TheUSLhas
    lostitssovereigntyandnolongerhasafunctioninggovernment,buthasnotlostits
    statehood.TheHOTVoperatesasasovereignnationwithlimitedstatehood,designed
    tocarryonthebasicfunctionsofgovernmentuntilthehomelandcanberestored.

    TheHOTVmeetsthefollowingcriteriathataregenerallyacceptedinternationallyas
    indicativeofsovereignty:
    1. Adefinedterritory.TheHOTVhasaheadquartersinCorvallisandmaintains
    limitedclaimsovertheterritoryoftheformerUSL.
    2. Apermanentpopulation.TheHOTVhasapermanentpopulationandthe
    governmentprotectsitscitizens.
    3. Agovernment.ThegovernmentoftheHOTVexiststocarryoncontinuityof
    governmentfortheUSL.
    4. Acapacitytoenterintorelationswithotherstates.TheHOTVpossessesa
    departmenttodirectforeignrelations.

    Therefore,theHeartoftheValleyhaslegalpresenceasasovereignstate,andthat
    presenceshallbeextendedretroactivelytosuchtimethatconditionsarosethatthe
    HOTVfulfilledtheabovecriteria.

    IftriggeredbyGovernmentResolution#7(GR007)HeartoftheValleyReformation,
    theGovernmentoftheHeartoftheValleyshallresumeitsdutiesasthesolelegitimate
    successorgovernmentoftheUSL/HOTV.
