RecognizingtheHOTVastheLegitimateSuccessorStatetotheUSL

InordertodeterminethelegitimacyoftheGovernment,thePresidenthasprepared
twoalternatescenariostoprovetheHOTVisthelegitimatesuccessorstatetotheUSL,
andtheOfficeofthePresidencycarriestheoriginallegalauthorityofthePresidencyof
theUSL.

1. ThelastofficialadministrationoftheUSLwasledbyPresidentNolan,whowas
chosenafterthefailedBridgewaterAccords.Atransferofgovernmentcenters
onthelastchosenpresident,whoatthetimeofcollapsewasNolan.
2. ThelastfunctioningadministrationoftheUSLwasledbyPresidentDad.
However,VicePresidentNolanwaslegallyauthorizedtoassumetheOfficeof
thePresidencyupontheincapacitationofthesittingpresident.Afterthe
collapseofgovernmentinthewinterandspringof2016-2017,thesuccessorto
theOfficeofthePresidencyoftheUSLwasNolan.Therefore,Nolanisthe
legitimatePresidentoftheUSLandHOTVcandesignatesuccessorsassuch.

TheHOTVisthelegitimatesuccessorstatetotheUSL,andsubsequentelectionsshall
carrythefullforceoflawaslegitimateelectionstotheOfficeofthePresident.GD010
alsoprovidesaLineofSuccessiontobeusedintheeventoftheincapacitationor
deathofthePresident,andsuchsuccessionislegitimateandcarriesthefullforceof
law.

IftriggeredbyGovernmentResolution#7(GR007)HeartoftheValleyReformation,
thenewgovernmentshallberenderedthesolelegitimatesuccessortothe
governmentsoftheUSL/HOTVviathePresidentsappointmentoftheSecretariat,
especiallypertainingtoPoint2ofthisdocument.
