ASystemtoAlertCitizensandtheMilitaryofEmergencyProcedures

InordertoprotecttheinterestsoftheHeartoftheValley,thePresidenthasordered
theformationoftheEmergencyActionNotificationSystem(EANS)todisseminate
high-priorityinformationtomilitaryandcivilianpersonneloftheHOTV.

TheEANSshallbedirectedanddistributedbyRadioHOTVinaudioformatandshall
beclassifiedasGovernmentMemoswheninwrittenformonly.
