The Baltimore Police Department Office of Professional Responsibility (OPR)

developed information earlier this year that Steven Bagshaw, a lieutenant assigned
to the Casino District and 21-year veteran of the Baltimore Police Department, was
committing theft and fraud while working for the agency.

An investigation was launched by OPR and confirmed that Bagshaw was committing
theft and fraud, not showing up for work as scheduled, not properly documenting
days off, and submitting overtime for hours not worked.

Bagshaw has been charged in reference to a continuing and repetitive course of


action between April 2017 and May of 2017. He received payment for services he
did not work by defrauding the Baltimore Police Department, the City of Baltimore,
and the Horseshoe Casino of time and attendance while receiving monetary
compensation.

The OPR received an arrest warrant on May 25, 2017. Bagshaw is charged with two
counts of felony theft scheme and two counts of unauthorized removal of property.
He has been suspended without pay.

Instances like this jeopardize public trust of the police department, said Baltimore
Police Commissioner Kevin Davis. Anyone who wears this uniform or works for this
agency in any capacity should know that this type of behavior will not be tolerated.
