SITTINGS OF
ASSEMBLY
1. Recitation from holy Quran with Urdu/Pashto translation
2. Meet Sunday to Thursday (not if public holiday)
3. Timings:
1. Summer : April 1 Sep 30 (9:30 am 1:30 pm)
2. Winter: Oct 1 March 31 (10:00 am 2:00 pm)
4. If completed earlier or not finished till this time:
1. Adjournment without questions put
2. Business under consideration interrupted
3. Only if at that time closure is moved or in progress but
proceedings of closure and any further motion be
completed before adjournment
SITTINGS
4. If notice in question time (no later than 30 minutes after hour
of interruption or conclusion of business on OD), it may be
allowed for urgent matters already discussed that day
5. Not voting at the end of this discussion
6. Speaker takes voice vote from House or refuse
7. If a minister makes a motion at start of day to be decided
without amendment or debate to the effect: (see page 15 or
RoP)
8. If such motion is carried, this business will not be interrupted
9. If it is under discussion and adjournment motion is taken up,
it shall resume after it.

5. Speaker adjourns the sitting to any date which might be


different from earlier adjournment
TRANSACTION OF
BUSINESS
1. Thursday is Private Members Day
2. On all other days only the government business will be
transacted
3. If Leader of House or Minister for Parliamentary Affairs allow,
private business could be taken on these days
4. If a minister makes a motion after one day notice, this rule
will be suspended and government business be taken on
Thursday
5. In such case, or in case of a holiday on Thursday, private
members business will be transacted on next working day
6. If budget is presented on a Thursday or Speaker allots
Thursday for any stage of the budget, Speaker sets apart
one day in lieu of this Thursday
7. If a requisitioned session falls on Thursday, PMB will not be
transacted (See Article 54(3) & 127)
ARRANGEMENT OF
BUSINESS
1. Leader of House or Minister Law & Parliamentary Affairs or
any other minister on behalf of the Government intimates
the Secretary PA about the government business
2. Secretary shall arrange the business
3. On a PMD, following order:
1. Bills to be introduced
2. Resolutions
3. Bills that have been introduced
4. Speaker may direct to take up Bills & Resolutions on
separate days
5. If that is so, then in first half bills to be introduced taken up;
later half bills advanced beyond this stage
ARRANGEMENT
6. Precedence decided by ballot (for bills to be introduced)
and resolutions separately
7. Advanced bills will be arranged from most advanced to less
advanced, as follows:
6. For which the next stage is bill passed
7. For which motion has been carried for taken into
consideration
8. For which report of Select Committee has been presented
9. For which the next stage is presentation of report of Select
Committee
10. Bills that have been circulated for eliciting opinion
11. Bills introduced but not have gone to any of these stages

(if more than one bill on same stage, precedence will be decided
on the basis of their introduction date)
ARRANGEMENT
1. List of business prepared by the Secretary, copy circulated
to all members
2. Business shall be transacted according to List of Business
3. No business other than LoB shall be transacted except
formal / ceremonial permitted by the Speaker
4. Business in LoB but not disposed off till the termination of
sitting, shall stand over till next available day for such
category of business
5. Or until such other day in the session so available as
minister desires
6. But standing over PMB shall have no priority on such day
unless it has been commenced
7. In such case it shall only have priority over PMB for such
day
NOTICES
1. Every notice shall be given in writing, addressed to the
Secretary, delivered to the secretariat
2. If given on a working day within working hours, it shall be
considered delivered that day
3. If given on a holiday or after business hours, it shall be
considered delivered on next working working
4. Hand written notices which are not legible or are not
signed by the Member, will be rejected
5. Secretary shall circulate notice and other papers required
under rules, to all members and those entitled to
participate the proceedings
NOTICES
6. A notice shall be considered to have been delivered if:
1. If hand-delivered to the address Member has given when
Assembly is in session and for 2 days before
commencement of the session
2. Or placed on the seat allotted to the Member in the
Assembly Chamber when Assembly is in sitting
3. Sent by post to Members permanent address registered
in the Secretariat
