Human Resource Officer

Job Description

The Human Resource Officer is responsible for providing support in the various human resource
functions, which include recruitment, staffing, training and development performance monitoring
and employee counseling

Duties and Responsibilities

Managing all aspects of seagoing personnel administration


Involved in all other personnel related activities and conducts new employee orientation
Supervising the implementation of crew department procedures
Ensuring that each vessel is manned with qualified, medically fit and experienced
seafarers
Managing the selection and recruitment of all seafarers, directly or through manning
agents
Controlling briefing, interviewing, screening and hiring all seagoing personnel
Monitoring available crew and scheduling deployment
Implementing manning decisions made by top management
Liaising with other department heads for the recruitment of deck and engine officers
Verifying that the qualifications and experience of new recruits are genuine
Ensuring the control/ monitoring of documents and certificates of embarking seagoing
personnel
Maintaining crew list of current manning in each vessel
Reviewing information on the performance of all seagoing personnel and make
suggestions on their promotion after consultation with the department head
Resolving employment disputes with and between seafarers and implementing
disciplinary actions
Keeping aware of manning developments including the requirement of Marina, CPA,
PPA, ship-owners union and other associations
Promotion of company culture and policy on board vessels
Informing DPA and legal advisor of crew injuries, illness, desertion, stowaways and other
related claim incidents and providing them with supportive evidence and reports
Briefing seagoing personnel with the company policy, procedures and requirements
Ensuring that the performance of all officers and rating is to be appraised in accordance
with the companys appraisal system
Identifying training needs of seafarers and initiating further actions
Member of the emergency response team
Participating the shore safety/ management review meetings and ensuring that any
subsequent actions are carried out as soon as is as practicable thereafter
Performing internal audits for vessels and crew
Skills and Qualifications
Good knowledge of English
Good Communication Skills
Adequate PC knowledge
Previous Experience on Crewing or Manning
