RODOLFO M.

ELMAN
Deputy Ombudsman for Mindanao

Having served the Office of the Ombudsman for 25 years, he worked first as
an investigator and rose from the ranks to become an Assistant Ombudsman
for Mindanao immediately prior to his appointment as Deputy Ombudsman
for Mindanao.

Deputy Ombudsman Elman obtained his Economics degree from the Ateneo
de Manila University and Law degree from the Ateneo De Davao University
and passed the bar in 1984. He obtained a Masters Degree in Development
Administration from the Australian National University in 2000. He was
conferred the rank of Career Executive Service Officer (CESO) Rank III in
1999.

He also teaches Public International Law, Administrative Law, Public

Corporation Law, and Law of Public Officers at the Ateneo De Davao Law
School.

He formally took his oath of office on March 20, 2014 before Ombudsman
Conchita Carpio Morales.
