GOALS AND OBJECTIVES
GOAL:
The overall goal of this 10- Year Solid Waste Management Plan is to serve as a guide to
the barangay in implementing its solid waste management program and to comply on three (3)
major compliance of the Republic Act 9003 namely; segregation at source, segregated collection
OBJECTIVES:
To make the goal possible, the Plan has a number of implementing objectives;
1. To minimize the rate of waste generation through education and source reduction;
2. To encourage and facilitate the recovery, reuse, recycling and composting of wastes at the
barangay level;
3. To provide for adequate facilities and programs to achieve these goals, for a ten-year
planning period.

CHAPTER I
INTRODUCTION
Solid waste management is a challenge in the Philippines mainly due to the increase
generation of waste and lack of awareness on how to dispose properly the garbage. Waste
management has a serious environmental effect making the passage of the Republic Act (RA)
9003 or the Ecological Solid Waste Management Act of 2000 a landmark environmental
legislation in the Philippines. RA 9003 declares the policy of the state in adopting a systematic,
comprehensive and ecological solid waste management program that ensures the public health
and the environment and the proper segregation, collection, transport, storage, treatment and
disposal of solid waste through the formulation and adoption of best practices. Moreover, it
illustrates the potentials and benefits of recycling not only in addressing waste management
In line with this, Barangay _______, Langiden, Abra is currently facing this solid waste
mismanagement. Thus the barangay officials have realized the importance of the Republic Act
9003, and consulted the people of the barangay through assembly. Now, the barangay is planning
to implement this act not just for compliance but to promote a non-polluted environment and
motivate the people of barangay _____ to work as one in making a better place to live in.
CHAPTER II
Barangay ___ is surrounded with mountains, rivers and wide fields. _____ is the smallest
barangay among the six ( 6) barangay of the municipality of Langiden. This barangay is
productive in terms of agricultural products. The community belongs to the Tingguian tribe of
Inlaud which is rich in culture. The residents are living in a peaceful and loving community.
The world _______ literally means old stock referring to the farm products of original settlers.
Due to the huge agricultural harvest ( palay and corn) of the people, they cannot consume all
their harvest in a year that they need to stock in an agamang ( granary). Stocks may run up to
____ is located at the foot of Mt. ___________, bounded on the northwest of barangay
is the ____________.
CHAPTER III
PAST
Solid waste mismanagement is observed from the past, people of barangay _______ are
dumping their garbage anywhere, some made compost pits but there is no segregation,
biodegrable and non-biodegradable waste are put together and some are burning plastics. These
practices resulted to air, water and soil pollution. The people of the barangay headed by the
barangay officials tried to solve these problems through a simultaneously cleaning within the

At present, Barangay ___ had shown improvements on proper waste disposal compared
from the past, the barangay cleaned the area where they made as dumpsite which should not be.
Theyve learned already to segregate the garbage by having garbage bins were the garbage is
classified into recyclables, biodegradables and non-biodegradable waste. They also participate
and work together during National Clean-up Day. The barangay provided a space for material
recovery facility but the people need more information on how to properly use and dispose these
wastes.
FUTURE
The barangay officials have realized the importance of the republic Act 9003, and
consulted the people of the barangay through assembly. Now, the barangay developed the Solid
Waste Management Plan with the goals which serve as guide to everyone through educating the
people and to have awareness on this matter, and to apply the recovery, reuse, recycle and having
a proper compost pit for every household. There will be also continues participation on
simultaneous clean up for the whole barangay. These will be implemented not just for
compliance to the act but to promote a non-polluted environment and motivate the people of
barangay __________ to work as one in making the barangay a healthy place to live.

BARANGAY _______
WHEREAS, pursuant to Republic Act 9003, otherwise known as Ecological Management Act of
2000.
WHEREAS, the practice of waste segregation to facilitate reuse and recycling does not only
reduce the cost of collection and disposal of garbage but also conserve the natural sources of
materials and avoid wasteful consumption of goods.
ARTICLE I
ARTICLE II
COVERAGE
This ordinance shall apply to all residential houses; and other establishments of Barangay
______.
ARTICLE III
AUTHORITY, PURPOSE, GOAL
Section 1 Authority- This Ordinance is enacted to supplement the provisions of the existing laws
and ordinances related to solid waste management.
2.1 To guide and regulate the generation and disposal wastes within the barangay and promote
an orderly and sanitary system for the same:
2.2 To enhances the total environment of the community through the necessary control and
mitigation of negative environmental impacts of solid waste.
2.3 To promote and protect the health, safety, peace and convenience as well as the general
welfare of the inhabitants of Barangay ____, Langiden, Abra.
2.4 Providing assistance and cooperation in recycling of solid waste in disposal site.
Section 3 Goal- The primary goal of this ordinance is to enhance ecological balance of the
community through sustainable and integrated waste management.

COMPOST PIT

DISPOSAL AND SEGREGATION OF SOLID WASTES
ARTICLE VI
VIOLATION, PENALTY AND SANCTION
First Offense- Half day community service within the vicinity of the barangay
Second Offense- Half day community service within the barangay and a penalty of Two hundred
pesos only ( Php 200.00).
Third Offense- Half day community service within the barangay and a penalty of Two Hundred
Pesos Only ( Php 200.00) and will be subjected for disciple purpose to the higher authority. The
Office of the Mayor.
Fourth Offense- shall automatically be filed to the proper court.
ARTICLE VII
PENAL PROVISIONS
ARTICLE VIII
COLLECTION AND DISPOSITION OF FINES
1. The payment of this fine imposed for the violation of this ordinance shall be made at the
Barangay Treasury or any these authorized or deputized representatives.
2. The fines collected shall accrue in favor of the implementation of Solid Waste
Management Program.
ARTICLE IX
APPLICABILITY CLAUSE
1. All other matters not specifically provided in this code shall be governed by pertinent
provision of existing an applicable laws and ordinances;
2. The provision of existing ordinance dealing on the subject matter which not conflict with
or contrary to the provision of this ordinance are hereby adopted and made an integral
part of this ordinance.
ARTICLE X
SEPARABILITY CLAUSE
If, for any reason, any provision section or part of this code is declared invalid by a court of
competent jurisdiction or suspended or revoked by authorities concerns such judgment shall not
affect or impair the remaining provisions of this ordinance and shall continue to be in full force
and effect.
ARTICLE XI
REPEALING CLAUSE
All ordinances, rules and regulations , all parts thereof, whose provision are in conflict with, or
contrary to,; the provision of this ordinance are hereby repealed attend and modified
accordingly.

Agendum 1
Brgy. Captain _____ , presented the Republic Act (RA) 9003 or the ecological
solid waste management act of 2000 which declares the policy of the state in adopting
a systematic, comprehensive and ecological solid waste management program that
ensures the public health and the environment and the proper segregation, collection,
transport, storage, treatement and disposal of solid waste through the formulation and
adoption of best practices.
Bryg. Captain ____ also presented the ordinance on Solid Waste Management
which covers disposal and waste segregation, digging compost pit with the penalty
and sanctions failure in compliance with the law. ( See Attached Ordinance)
Agendum 2
Bryg. Captain _____ informed the people of Barangay ____ that there will be a
seminar on Solid Waste Management to be conducted by the DENR experts. The
Barangay Captain explained that this will increase the peoples awareness on proper
waste disposal.
