Successful Completion of Factory Acceptance Test

TNBs SCADA/DA System for
Northern-Eastern Regional Control Center
InControl Tech Sdn Bhd (iTEC) together with its German partner PSI-CNI GmbH (PSI-CNI) had
successfully completed Tenaga Nasional Berhads (TNB) SCADA/DA system for the Metro Region
Control Center (MRCC) in March 2006. The system provides the facility for operation and
monitoring of TNBs electricity distribution network for the entire Kuala Lumpur, Selangor,
Cyberjaya and Putrajaya.
Further to that success, iTEC has been entrusted by TNB with the implementation of its distribution
control centers for the remaining distribution networks in the Malaysian Peninsula.
The new order includes design, testing, installation and commissioning of:
1. SCADA/DA system for the Northern-Eastern Regional Control Center (NERCC) that
consists of more than 35 servers and workstations. The NERCC is responsible for
operations, monitoring and control of the Penang, Kedah, Pahang, Terengganu, Kelantan
and Perlis states.
2. SCADA/DA system for the Southern Regional Control Center (SRCC) that consists of more
then 25 servers and workstations. The SRCC is responsible for operations, monitoring and
control of the Johor, Malacca and Negeri Sembilan states.
3. Backup Control Center for all the above control centers.
4. Dispatcher Training Simulator system.
5. Communication network design and configuration.
6. Remote Front End systems, as data concentrator at 18 different locations throughout
Peninsula Malaysia for communication to the different makes of Remote Terminal Units.
The protocols involved are IEC60870-5-101, IEC60870-5-104 and WISP+.
7. Relevant accessories for the master system such as Uninterruptible Power Supply, control
room design and furniture etc.
The order for work commencement was given by TNB on 16-Dec-2006, and all functional design
clarifications were completed by Jan-2007. The Project is under implementation under the
consultancy of KEMA.
With the experiences gained during implementation of the SCADA/DA system for MRCC, iTEC has
been deeply involved into the functional design, implementation and testing of the SCADA/DA
software of this new Project. During Apr-May 2007, iTEC successfully setup the SCADA/DA
system, both hardware and software, and performed the preFAT under the guidance of its
technical partner PSI-CNI.
From 28-May-2007 to 15-June-2007, a comprehensive Factory Acceptance Test was carried out at
iTECs premises (Kuala Lumpur, Malaysia) and was witnessed by TNBs competent
representatives for the NERCC SCADA/DA system. A total of more than 800 tests were carried out
during this test period, and successful completion was announced by TNB during the FAT closing
meeting on 15-June-2007. It is a tremendous record that a SCADA/DA system of such huge scale
has been implemented locally in Malaysia and has successfully completed FAT within 6 months.
It needs to be expressly mentioned, that this FAT was conducted entirely by iTECs pool of
competent engineers, without presence of the experts from PSI-CNI. This team has written history
in Malaysia where FAT for systems of such kind has been conducted and successfully completed
100% in-house with local engineers by a Malaysian company. This is also the first incident in PSI-
CNIs history that the FAT for their software has been completed successfully without their
presence.

This success was only possible with the excellent cooperation between all parties involved, the
competency of iTEC engineers, the technology transfer by PSI-CNI, the well-matured and tested
SCADA/DA software PSIControl-EE, and most importantly the professional support and rapid
feedback from TNB.
