Protect the small businesses and essential local services that serve Mid-City.
Encourage the establishment of new businesses that provide these services in areas
where they are lacking, especially on the east side of the Planning Area by
establishing a DC Small Businesses in Changing Neighborhoods Program that would
provide 5-year grants to new and existing businesses. There is an additional need
to recognize through DCRA and ABRA regulations, the unique challenges of small
businesses (especially restaurants) operating in rowhouse neighborhoods and the
related adverse impacts on residents physical environiment (e.g. excess rodents
and garbage) and quality of life (e.g., noise, traffic, parking). Encourage businesses
to identify solutions that are cooperative (with each other) and collaborative (with
residents)
Improve traffic circulation along major Mid-City arterial streets, with a priority on
14th Street, Georgia Avenue, U Street, 18th Street, Columbia Road, and Connecticut
Avenue, and North Capitol Street. Implement programs in these areas to improve
bus circulation, improve pedestrian and bicyclist safety and ease of travel, and
mitigate the effects of increased traffic on residential streets, while also providing
limited off-street public parking,. Consistent with the Transportation Element of the
Comprehensive Plan, alternatives to automobile use.
Work with established institutions such as public schools, charter schools, and
Howard University, Trinity Washington University, and the University of the District
of Columbia and its Community College to support alternative education and
vocational training options for non-English speaking residents.
Ensure that any development on the site is designed to reduce parking, traffic, and
noise impacts on the community (i.e., between Michigan Avenue NW and New York
Avenue, NW; 4th Street NE to 3rd Street, NW); be architecturally compatible with the
surrounding community; and improve transportation options to the site and
surrounding neighborhood. Any change in use on the site should increase connectivity
between Northwest and Northeast neighborhoods as well as the hospital complex to
the north. Strong consideration should be given to the building of a deck over the
North Capitol underpass (U Street NW to S Street NW) to provide much needed
neighborhood park space and pedestrian connectivity between NW and NE
neighborhoods.
Continue working with the National Capital Revitalization Corporation (??? does this
still exist?), the McMillan Advisory Group, North Capitol Main Street, adjacent
communities and their civic associations and Advisory Neighborhood Commissions,
and others in the development and implementation of reuse plans for the McMillan
Reservoir Sand Filtration site.
MC-2.7 North Capitol Street/Florida/New York Avenue Business District
Prepare a Small Area Plan/Revitalization Strategy for the North Capitol/ Florida
Avenue business district, including recommendations for streetscape improvements,
land use and zoning changes, parking management and pedestrian safety
improvements, retail development, and opportunities for new housing and public
services. In consideration that many of the recommendations of the Mid-City Small
Area Plan identify the community as the responsible implementing party, formally
review and comment on the Architecture and Design Report prepared by the
Bloomingdale Civic Associations Bloomingdale Village Square Project (report is
available at DESIGN REPORT); identify potential funding sources for reports
recommendations.
