I. PERSONAL INFORMATION
Diverse and complex problem-solving, field Logistics and Administrative management experience
and an understanding of humanitarian and disaster risk reduction work.
Bachelors degree in Economics Sciences and Management, diploma in Logistics Management and
International Business of communication, with additional of 8 years of relevant experience within
the International Non-Government Organizations such as International Medical Corps IMC-DRC,
Food for the Hungry Fh-DRC, Cordaid, the Red Cross-DRC, MALTESER and Loan Savings
association COOPEC-NYAWERA as the Logistics and Administrative officer.
Ensure the main duties and responsibilities in Administration and financial management, in
Logistics warehouse and asset management, in transport and distribution.
Fluent in French and highly professional certifications in English language proficiency, Empathy
with an NGOs goals and a commitment to capacity building, protection and participation,
Good communication and capacity building skills and Knowledge of computer applications i.e.
Microsoft Office, strong sense of personal integrity, neutrality, professionalism, and impartiality.
Cross cultural awareness and sensitivity and highly motivated, excellent negotiation skills, Flexible
and adaptable to a changing environment, Ability in team building and working in a
participatory/integrated manner, ability to work under pressure to meet tight deadlines.
Ensure that all official documents such as visas and identification of international personnel
are achieved and renewed in a timely manner and that the list of visas and other official
documents is updated weekly,
Ensure that accommodation and transportation arrangements are made for new comers
and for those visitors traveling in and out of town,
Ensure efficient local procurement of goods and services in a transparent and accountable
manner,
Buying quality materials, items and services economically from reliable sources; Ensuring
timely delivery through the selection of capable and efficient suppliers,
Supervise fleet management across the zone, including monitoring of transport reports, fuel
consumption and mileage, spare parts and vehicles maintenance plans,
Establish levels of operating stocks based on consumption/rate of usage,
Ensure that weekly and monthly stock balances reports of each stock item and the total
value are prepared,
Communicate with the program managers for distribution plans and arrange all the
required documentations,
Organize transfer and disposal of stock according to donors rules and regulations,
Ensure that procurement-related activities, from requirements to delivery, are carried out at
each stage of development in accordance with IMC-DRC principles and procedures within
the required timeframe.
2014 to 2015: FOOD FOR THE HUNGRY, FH- DRC, USAID- DFAP
Position: Sites Logistics and Security officer in Mubumbano, south-Kivu.
Main Duties & Responsibilities:
Provide direct support to ensuring that all FH-DRC offices meet minimum standards in
Procurement,
Make sure that Flights, hotel rooms and meeting rooms are booking for all in/out staff as
needed and ensure that proper documentation is received from the staff (Travel Approval
Forms, etc.)
Ensure that FH-DRC staff regulations, contracts, documentation, policies and procedures
are in line with the laws of the Government of the DR Congo and in compliance with FH-
DRC and Donor regulations,
Ensure Fh-DRC and donor procurement procedures are implemented, understood and
complied with by all relevant personnel,
Ensure all tenders are properly followed and archived according to FH-DRC internal
procedures, Ensure all contracts are properly followed and respect local legislation,
Supervise reception of goods as per the description on the purchase order/request,
Inspects goods upon delivery and rejects inadequate, broken, lower quality and other items
not meeting the requirements of the order,
Ensure that all procedures and controls are in place for warehouse management, including
storage and movement of goods and programmes materials,
Initiate or conduct physical monthly stock and inventory counts, ensure the security in the
store,
Advise the heads of projects and other expatriate staff on government policies and
procedures, the taxation system and the interaction with the government.
Provide general and specific guidelines for managing the buying of items and services,
Ensure the summary refueling by vehicle and average fuel consumption, summary mileage
per vehicle; repairs or maintenance; and any accidents and incident.
Ensure all asset registers and stock inventories are properly recorded and maintained on a
monthly basis,
Provide advice, support and training to all users in sales order processing, requisitioning,
purchasing and freight forwarding,
Receiving and issuing of supplies; quality control or verification; storage of goods.
Ensure the distribution and sending of correspondence to the services and partners
concerned as well as the other offices,
Support finance in the control of supporting documents, ensure that purchases are made in
Cordaid-DRC standards and procedures; Support in control and verify all vouchers for
expenses after supply and service payments,
Ensure that new employees or any guests they receive a welcome pack and other essential
Cordaid information / briefs.
Manage disciplinary process, and other procedures related to the termination of contracts
in accordance with the internal policies of COOPEC Loan Savings association and the labor
code of the DRCongo,
Ensure consistent and realistic budgeting and management of resources by the systems
departments and support programmes in planning and management of resources.
In collaboration with the Director Manager, elaborate a unified report to monitor progress
towards audit and support visit recommendations.
Ensure all new partners are adequately assessed in line with COOPECs policies and review
partnership arrangements and procedures on an annual basis.
Ensuring timely delivery through the selection of capable and efficient suppliers;
Estimating, positioning and monitoring appropriate levels of stocks based on estimated
needs, operational policy, objectives and priorities, estimated time for replenishment and
availability of funds;
Submit to the National Employment Office for approval all employment contracts and make
declarations of workers' movements to the national employment office.
Make sure that staff contact lists and other information periodically are updated,
maintained and distributed,
Conduct routine activities of administration office of Malteser, attend program operations,
manages the work plan of administration,
Coordinate with providers of the goods to be distributed, Ensure that the quantity of goods
available on the day is enough to supply the needs of all those eligible.
Manage to minimize the amount of time which beneficiaries will need to spend queuing,
Ensure the management of the sites distribution of food and Non food Items which should
be divided into a registration area,
Spend time at the beginning organizing the site; and spend time days in advance to
streamline and verify your beneficiary list.
Allow sufficient space for easy access to the stacks for inspecting, loading and unloading,
space for storage of cleaning materials and supplies;
VI. SPECIAL SKILLS: Computer literate Skills: familiar with Windows, Word, Excel, Access,
PowerPoint, Publisher, QuickBooks, SPSS Statistics, Outlook, Internet Explorer and Skype.
Communications equipment experience HF, VHF, UHF, and a Clear driving license.
