SCHEDULE - A
1 The Site
1.1 Site of the Four-Lane Project Highway shall include the land, buildings, structures and
road works as described in Annex-I of this Schedule-A.
1.2 The dates of handing over the Right of Way to the Contractor are specified in Annex-II
of this Schedule-A.
1.3 An inventory of the Site including the land, buildings, structures, road works, trees and
any other immovable property on, or attached to, the Site shall be prepared jointly by
the Authority Representative and the Contractor, and such inventory shall form part of
the memorandum referred to in Clause 8.2.1 of this Agreement.
1.4 The alignment plans of the Project Highway are specified in Annex-III. In the case of
sections where no modification in the existing alignment of the Project Highway is
contemplated, the alignment plan has not been provided. Alignment plans have only
been given for sections where the existing alignment is proposed to be upgraded. The
Proposed profile of the project Highways shall be followed by the contractor with
minimum FRL as indicated in the alignment plan. The contractor, however,
improve/upgrade the road profile as indicated in Annexure-III based on site/design
requirement
1.5 The status of the environment clearances obtained or awaited is given in Annex IV.

Site
Note: Through suitable drawings and description in words, the land, buildings structures and roads works
comprising the site shall be specified briefly but precisely in this Annex-I. All the chainages /Location
referred to in Annex-I to Schedule-A shall be existing chainages.
1. Site
The site of project highway is a section of National Highway -63, which starts from 0.980
km away from Existing km 297.600 of NH 13 (End of Interchange Ramp towards Hospet
Side) and joining at km 284.360 of Existing NH 63. (This stretch act as Bypass to Hospet)
and Terminates at km 368.920 Karnataka/AP Border in the state of Karnataka. The
existing road has two lane undivided carriageway except in Toranangallu it is 4-Lane
divided carriageway (0.6 km) in an aggregate length of 90 km. The land, carriageway
and structures comprising the Site are described below

The Site of the Project Highway comprises the land (sum total of land already in
possession and land to be possessed) as described below:
3. Carriageway
The present carriageway of the project highway is a 2 Lane undivided carriageway except in
Toranangallu it is 4-Lane divided carriageway (0.6 km). The type of the existing pavement is
flexible. The present configuration of the carriageway is presented as below:

Kilometre stones exist along the entire length of the project highway (Excluding existing
Hospet Bypass and some of the location km Stone is not available). The relationship
between the Existing Chainage and the Design Chainage as per field surveys is given

The dates on which the Authority shall provide Right of Way to the Contractor on different
stretches of the Site are stated below:

The existing alignment of the Project Highway shall be modified in the following sections as per
the alignment plan indicated below:

Environment Clearances
1. Environmental clearance is obtained from MoEF for this project, Vide Letter Ministry of
Environment & Forest Letter F.No.10-40/2011-IA-III, dated 08.03.2013.
2. Under para 6(i) of MoEF clearance letter mentioned at para 1 above proposal. Since the
project road is within 10 km of Daroji Bear Sanctuary. Hence prior clearance from the
Standing Committee of NBWL should be obtained. The proposal for obtaining clearance
from NBWL already submitted to PCCF (wild life, Karnataka). After obtaining
recommendations of SBWL Karnataka in its 7th meeting dated 15.07.2014.
3. The SBWL while recommending the alignment have suggested mitigation measures that
the user agency shall construct 7-8 under passes for Bear crossing in addition to chain
link mesh along the stretch of Daroji Bear Sanctuary. These mitigation measures are
included in the proposal Under clause 15 of Schedule-B.
SCHEDULE - B
(See Clause 2.1)
Development of the Project Highway shall include design and construction of the Project
Highway as described in this Schedule-B and in Schedule-C.
Rehabilitation and augmentation shall include four laning and strengthening of the
Project Highway as described in Annex-I of this Schedule-B and in Schedule-C.
The Project Highway shall be designed and constructed in conformity with the
Specifications and Standards specified in Annex-I of Schedule-D.
Annex - I
(Schedule-B)
Description of Four-Laning
1.1 The Project Highway shall follow the existing alignment unless otherwise specified by
the Authority and shown in the alignment plans specified in Annex III of Schedule-A.
Geometric deficiencies, if any, in the existing horizontal and vertical profiles shall be
corrected as per the prescribed standards for [Plain/Rolling] terrain to the extent land is
available.
1.2 Four lane divided Carriageway shall be undertaken. The paved carriageway shall be
18.0m (Eighteen), 19m (Nineteen) and 23 m (Twenty Three) wide in excluding the
Median & Service Road in accordance with the typical cross sections drawings enclosed
under Schedule-B Annex-I.
Provided that in the built-up areas the width of the carriageway shall be as specified in
the following table:

1.2.2 Except as otherwise provided in this Agreement, the width of the paved carriageway and
cross-sectional features shall conform to paragraph 1.1 above.
2.1 General
Geometric design and general features of the Project Highway shall be in accordance
with Section 2 of the Manual.
The design speed shall be the minimum design speed of 80 km per hr for plain/ rolling
terrain.
In the following sections, where improvement of the existing road geometrics to the
prescribed standards is not possible, the existing road geometrics shall be improved to
the extent possible within the given right of way and proper road signs and safety
measures shall be provided:

2.3(ii) Bypasses: There are four bypasses in the project highway. The details of bypasses to be
provided are given below;
2.3(iii) Realignments: There are three major realignments in the project highway. The details of
realignments to be provided are given below;
(b) In open country, paved shoulders of 1.5 m width shall be provided and balance 2.0
m width shall be covered with 150 mm thick compacted layer of granular material.
(c) Design and specifications of paved shoulders and granular material shall conform
to the requirements specified in paragraphs 5.9.8(i) and 5.9.8(ii) of the Manual.

4.1 Widening and improvement of the existing road embankment/cuttings and construction
of new road embankment/ cuttings shall conform to the Specifications and Standards
given in section 4 of the Manual and the specified cross sectional details. Deficiencies in
the plan and profile of the existing road shall be corrected.
4.2 Raising/cutting of the existing road shall be as per Para 4.2.1 (ii) of Manual.

5 PAVEMENT DESIGN
5.1 Pavement design shall be carried out in accordance with Section 5 of the Manual.
Rigid pavement is proposed for the Carriageway and Paved shoulder of entire project
stretch, including Service Road, Bus bay Truck Lay Bye Rest area and toll plaza locations
Rigid pavement shall be designed for a minimum design period of 30 years. Stage
construction shall not be permitted.
Notwithstanding anything to the contrary contained in this Agreement or the Manual, the
Contractor shall design the new pavement for the Total Twoway Commercial Traffic (cvpd) in
the year of completion of construction. The total Two-way Commercial Traffic is 3265 (CVPD) in
the year of 2014.
6 ROADSIDE DRAINAGE
Drainage system including surface and subsurface drains for the Project Highway shall
be provided as per Section 6 of the Manual.
Note: The locations of RCC drain, earthen drain mentioned above are bare minimum and tentative and has
to be provided as per the manual and as per the site requirement.

7.1.6 Cross-section of the new culverts and bridges at deck level for the Project Highway shall

8.1 Traffic control devices and road safety works shall be provided in accordance with

a) Traffic Signs: Traffic signs shall include road side, overhead signs, Kerb mounted signs

d) Crash Barrier: The New Jersey concrete crash barrier shall be provided at Built-up and
W Metal Beam Crash Barrier shall be provided at High Embankment &, Bridge
approaches and curve locations where radius is less than 450m. The locations for these
provisions shall be as per clause 9.7 and finalised in consultation with IE/IC in addition
to the table below.

Other project facilities listed below shall be provided in accordance with relevant
section 12 of the Manual.
1. Lighting Facility;
2. Cattle Crossing
3. Highway Patrol
5. Cranes.

9. Rainwater Harvesting
As per Ministry of Environment and Forests Notification, New Delhi dated
14.01.1997 (as amended on 13.01.1998, 05.01.1999 & 6.11.2000), the
construction of Rain water, harvesting structure is mandatory in and around
Water Crisis area, notified by the Central Ground Water Board. No of location at
each side LHS 47 nos and RHS 47 nos shall be provided in staggered manner of
entire project stretch.
Note: In case of any discrepancy in number or location of any of the project facilities mentioned
in this Annex-I, the independent Engineer shall finalize the number/location of these facilities as
per site requirement.
SCHEDULE - D
(See Clause 2.1)
1 Construction
The Contractor shall comply with the Specifications and Standards set forth in Annex-I
of this Schedule-D for construction of the Project Highway.
2 Design Standards
The Project Highway including Project Facilities shall conform to design requirements
set out in the following documents:
Manual of Specifications and Standards for Four Laning of Highways (IRC: SP: 84-2014),
referred to herein as the Manual
Annex - I
(Schedule-D)
All Materials, works and construction operations shall conform to the Manual of
Specifications and Standards for Four-Laning of Highways (IRC:SP:84-2014),
Engineering measures to ensure road safety (Morth letter no RW/NH-35072/04/2004
S&R (R ) dated 27th April 2010) and MORTH Specifications for Road and Bridge Works.
Where the specification for a work is not given, Good Industry Practice shall be adopted
to the satisfaction of the Authoritys Engineer.
2.1 The terms Concessionaire, Independent Engineer and Concession Agreement used
in the Manual shall be deemed to be substituted by the terms Contractor, Authoritys
Engineer and Agreement respectively.
2.2 Notwithstanding anything to the contrary contained in Paragraph 1 above, the following
Specifications and Standards shall apply to the Project Highway, and for purposes of this
Agreement, the aforesaid Specifications and Standards shall be deemed to be amended
to the extent set forth below:
