REGULATION ORDINANCE NO. 2017-059


AN ORDINANCE INSTITUTIONALIZING THE INFORMATION SYSTEM
DEPARTMENT OF THE CITY OF ILOILO, THEREBY ESTABLISHING
THE INFORMATION SYSTEMS OFFICE (ISO) OF ILOILO CITY

WHEREAS, Section 76 of Republic Act 7160 or the Local Government Code of


1991 states that: "Every Local Government Unit shall design and implement its own
organizational structure and staffing pattern taking into consideration its service
requirements and financial capability, subject to the minimum standards and guidelines
prescribed by the Civil Service Commission";

WHEREAS, the national government through Presidential Executive Order 265


has approved and adopted the Government Information System Plan (GISP) which
provides a framework and guide for all computerization efforts in government;

WHEREAS, the GISP asserts that government information system would and
should reduce the processing and approval time of government transactions with the
public electronically organize and store vital data information for easy retrieval or

iJt updating processing and sharing with government monito g or statistical agencies,
and ensure greater tr nsparency, accountability and inte ty of government operations

WHEREAS, the current trend and system in the storing of data in the present day
relies on both hard and soft documents through the use of Information Technology;

WHEREAS, the automation of the office operations of the Local Government of


lloilo City has been rapidly growing in the past few years and the need for an office
responsible for maintaining and sustaining these automation system development has
been realized.

NOW, THEREFORE, be it ordained by the Sangguniang Panlungsod of the City


of lloilo, that:

Section 1. Creation - There shall be an Information Systems Office to be under


the Office of the City Mayor.

Section 2. Declaration of Policies - It is the policy of the Information Systems


Office:

a. To recognize the vital role of information technology in providing fast and


reliable service in the city;
b. To establish and maintain an information technology system to cater the
needs of the city government as to the storing, collection, and
transmission of records and files which have been converted into
electronic data;
c. To perform updates, improvement, and development on the hardware and
software of the city so that their use can be optimized to provide the best
service as possible;
d. To ensure the confidentiality and real time distribution of electronic data
services to the constituents of the City of lloilo.

Section 3. Definition of Terms -

a. End User- the person for whom a hardware or software product is


designed from the developers, installers, and servicers of the product.
b. Hardware- the electronic and physical components, boards, peripherals
and equipment that make up a computer system as distinguished from the
programs (software) that tell these components what to do. It is the
physical component consisting of the input devices, central processor,
output devices and storage devices.
c. Information and Communications Technology (ICT) - is the totality of
the electronic means employed to systematically collect, process, store,
present and share information to end-users in support of their activities. It
consists of computer systems, office systems, consumer electronics and
telecommunications technologies, as well as networked information
infrastructure the components of which include the telephone system, the
Internet, fax machines, computers and its accompanying methodologies,
processes, rules and conventions. A combination of computer technology,
microelectronics applications, and communications and information
techniques and methods. It encompasses the use of computers, data
communications, office systems technologies, as well as any technology
that deals with modern day application of computing and/or

d. Micro computer- a computer of medium power, more than a


microcomputer but less than a mainframe.
e. Software - a set of instructions to a computer (and its peripheral
equipment) to execute a command or process data. It uses a computer-
understandable language. The non-physical components, which maybe an
operating system, a development language, database management
system, network management software, set of computer tools and utilities,
or an application package, as well as the machine coded instructions that
direct and control the different hardware facilities.

Section 4. Scope - This Ordinance provides for the institutionalization and


creation of the Information Systems Office, provides additional positions, and defines
the functions of its officers as well as their responsibilities. The ordinance incorporates
the existing positions under Regulation Ordinance No.2014-448: Information
Technology Officer II (SG-22) and Computer Programmer I (SG-11) to the said office.

Section 5. Organization of Officers and their divisions:

There shall be an Information Systems Office which shall be under the Office of
the City Mayor and shall be headed by the City Government Assistant Department
Head II.

Under the City Government Assistant Department Head II shall be the


Information Technology Officer II which shall head the Systems Development Section
and Operations Section.

The Systems Development Section shall be headed by the Information


Technology Officer I and under him shall be the Computer Programmer II, Computer
Programmer I, and Administrative Aide II.

The Operations Section shall be headed by the Computer Programmer Ill and
under him shall be an Administrative Aide II.

Section 6. Officers and their functions-

a. City Government Assistant Department Head II (CGADH 11)- SG24

a.i. Implements effective personnel development program of the City;


a.ii. Helps create an atmosphere conducive to good supervisor-employee
relations and improvement of employee culture and morale;
a.iii. Establishes Suggestion and Incentives and Awards System for the
improvement of employees performance and productivity;
a.iv. Supervises in the maintenance of a complete and up-to-date information
systems;
a.v. Shall manage the City's Office Automation and Information Technology
Systems and exercise general supervision and directs the overall
operation of the (ISO);
a.vi. Shall conduct studies, interviews and gather data from City Department
end-users on priority areas for business process re-engineering,
automation and systems development;
a.vii. Identify and recommend to top management priority areas to implement
office automation and process re-engineering;

a.ix. Performs other duties and functions as may be assigned by the Head of
Agency

b. 2 Administrative Aide 11- SG2

b.i. Shall prepare and process procurement documents;


b.ii. Shall prepare and process procurement documents of the supplies and
equipment of the office, reimbursement, and other documents of the
office;
b.iii. Shall receive, coordinate, and file communication letters;
b.iv. Shall maintain cleanliness and orderliness of the office;
b. v. Shall perform other related functions as may be assigned by the head of
office from time to time.

c.i. Manage and directs the operations of the ISO (Information Services
Office);
c. ii. Identify and recommend to the head of office priority areas for automation;
c.iii. Coordinate with Department End Users for the efficient utilization of
information technology and information systems resources;
c.iv. Perform other related functions as may be assigned by the head of office.

d.i. Assist in the management of city's office Automation and Technology


Systems;
d.ii. Coordinates with the systems analysts and developers for strategic
planning and project implementation;
d.iii. Manages systems development projects by identifying requisite steps to
complete the project, assigning the resources, communicating with users
or sponsors of the project;
d.iv. Performs other related functions as may be assigned by the head of office.

e. Computer Programmer 111-SG 18

e.i. Performs computer programming, particularly coding, entry and debugging


complex programs both micro and minicomputer environment;
e.ii. Performs maintenance of programs developed;
e. iii. Prepares programs, documentation and computer operation own guide for
operations and educate program users;
e.iv. Consolidate all programs developed both micro and minicomputer
environment and classify their area of use;
e.v. Performs other related function assigned by the head of office.

g. Computer Programmer l-SG11

g. i. Confirm project requirements by reviewing program objective, input data,


and output requirements with systems analyst, supervisor, and client/end-
user and conduct entire system development process from requirement
analysis, codification and compilation, testing and debugging to system
roll-out and systems development and operating instructions
documentation;
g.ii. Maintain historical records by documenting program development and
revisions. General maintenance, upgrade, and trouble-shooting of
standard off-the-shelf commercial (OTS) software and custom
applications;
g.iii. Ensure operation of equipment by following manufacturer's instructions;
troubleshooting malfunctions; calling for repairs; evaluating new
equipment and techniques;
g.iv. Prepares all elements of program documentation and maintain programs
developed;
g. v. Prepares test data and organize program testing schedules;
g.vi. Designs conversion procedures and trains/prepares training materials for
operators and other uses;
g.vii. Perform other related functions as may be assigned by the head office.

Section 7. Appropriations - the City Government shall allocate and appropriate


budget for the implementation of this Ordinance.

Section 8. Repealing Clause - Regulation Ordinance 2014-448 is hereby


repealed and the Information Systems Analyst II, SG-16 position is abolished. All
ordinances, resolutions, and other issuances that are inconsistent with the provisions of
this Ordinance are hereby repealed, amended, and modified accordingly.

Section 9. Separability Clause - If for any reason, any part or section of this
Ordinance is declared unconstitutional, other parts or sections thereof that are not
affected shall continue to be in force and effective.

Section 1O. Effectivity Clause - This ordinance shall take effect within 1O days
from its approval and compliance with publication and posting requirements under the
Local Government Code.
