SUBJECT: Ratification of the appointment of a representative for the City of Carmel-by-the-Sea to


the Community Human Services Board of Directors.

RECOMMENDATION

Ratify the appointment of Darlene Mosley as the representative for the City of Carmel-by-the-Sea to the
Community Human Services Board of Directors, and Public Safety Director Paul Tomasi as the alternate.

BACKGROUND / SUMMARY

Community Human Services (CHS) a 501c(3) nonprofit which provides people of all ages with the tools and
support to overcome challenges such as addiction, mental illness and homelessness, and to create lasting
change in their lives. It is a Joint Powers Authority (JPA) with a governing board of representatives from 15
cities and school districts in Monterey County. JPA members include: City of Carmel, City of Del Rey Oaks,
City of Marina, City of Monterey, City of Pacific Grove, City of Salinas, City of Sand City, City of Seaside,
Carmel Unified School District, Monterey Peninsula Unified School District, Pacific Grove Unified School
District, Monterey Peninsula Community College District, North Monterey County Unified School District,
Monterey County Office of Education, and Santa Rita Union School District.

The City of Carmel-by-the-Sea has not had an appointed representative on the Board of Directors for the past
several years. Mayor Dallas and Mayor Pro Tem Theis are recommending the appointment of community
member Darlene Mosley to serve as the City of Carmel-by-the-Seas representative to the CHS Board of
Directors. Ms. Mosley has interviewed for several of the Citys Board and Commission vacancies and while not
selected to fill those vacancies Mayor Dallas and Mayor Pro Tem Theis recognized that she would be an ideal
representative for the CHS Board based on her demonstrated dedication to serving her community.

There is no fiscal impact.
