SUBJECT: Consideration of the adoption of a resolution authorizing the City Administrator to


execute an agreement for the purchase of a License Plate Recognition (LPR) system
as identified as a Capital Improvement item in the FY2017/18 Budget.

RECOMMENDATION

Adopt the resolution authorizing the City Administrator to execute an agreement for the purchase of a License
Plate Recognition (LPR) system as identified as a Capital Improvement item in the FY2017/18 Budget.

BACKGROUND / SUMMARY

The City began using License Plate Recognition (LPR) technology in 2007 to improve parking enforcement
efficiency. The LPR system uses specialized cameras that automatically read vehicles license plates,
compares them to an internal database, and subsequently alerts parking enforcement officers to overtime
violators. The system is also used to locate vehicles whose drivers have forgotten their parking location,
identify stolen vehicles and vehicles with multiple unpaid parking citations.

In June 2015, the City held a parking workshop where residents and community members expressed the need
for additional parking enforcement officers, as an alternative to the paid parking pilot program. In July 2015,
Council approved the additional funding for a Community Service Officer and the purchase of an additional
parking enforcement vehicle. Currently the Police Department has two parking scooters equipped with LPR
technology and a third parking scooter, approved by Council in July 2015 that needs to be outfitted with the
LPR system.

A SMART car was purchased in June 2017, and if approved, the proposed purchase of an additional LPR
system will be installed on the SMART car. Staff recommends to approval of the purchase of and additional
LPR system to continue to support a more efficient parking enforcement department.

FISCAL IMPACT

In the FY 2017/18 budget, $56,000 was approved as a Capital Improvement for the purchase of the License
Plate Reader system. This money will be used for the purchase and installation of the system.

May 2007; Authorize purchase of the Autofind mobile license plate recognition system for the parking division.

June 2015; Consideration of a resolution authorizing the City Administrator to execute an agreement for the
purchase of one License Plate Recognition (LPR) parking enforcement system as identified as a Capital
Improvements in the FY 2015/16 budget.

July 2015, Adopted a resolution authorizing the funding of one FTE Community Service Officer position for FY
15/16 and authorizing the City Administrator to execute an agreement for the purchase of a third parking
enforcement vehicle.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA AUTHORIZING THE


CITY ADMINISTRATOR TO EXECUTE AN AGREEMENT FOR THE PURCHASE OF A LICENSE PLATE
RECOGNITION (LPR) SYSTEM IDENTIFIED AS A CAPITAL IMPROVEMENT ITEM IN THE FY17/18
BUDGET.

WHEREAS, the Police Department has made recommendations for capital Improvements in the FY
2017/18 budget for the purchase of a License Plate Recognition (LPR) parking enforcement system; and

WHEREAS, the Capital Improvements for the Police Department include the purchase of one LPR
system identified as POL-1718-06 from the Equipment and Vehicle Fund; and

WHEREAS, PCS Mobile is the current provider for our License Plate Recognition system; and

WHEREAS, the purchase of the listed equipment will help better manage parking enforcement in the
downtown;

NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-
THE-SEA DOES HEREBY:

Authorize the City Administrator to execute the purchase of a License Plate Recognition system as a
part of the FY 2017/18 Equipment Vehicle Fund.

PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA this
