at the League of California Cities Leadership Conference.

ADVANCED LEADERSHIP WORKSHOP

I had the privilege of attending a League of California Cities Advanced Leadership Workshop
held on June 30, 2017 in Monterey. This brief summary covers some of the extensive
material covered in the day-long meeting:

EXCEPTIONAL COUNCIL FOR EXCEPTIONAL TIMES:


CREATING A GOVERNANCE CULTURE OF CIVILITY AND PURPOSE

The workshop was oriented to help leaders gain insight into exceptional councils and
examine dynamic governing boards and leadership styles that make for more effective
governance. The discussion provided an opportunity to learn approaches to address
challenges and barriers, create a culture of trust and collaboration, and operate with decorum
to best serve the public.

Workshop participants discussed how exceptional councils are high-performing, civil and
unified in service to their communities. Effective councils build trust and exercise respect for
each other and for the public, possess dignity and integrity, function collaboratively, and
demonstrate decorum and courage in making decisions. They demonstrate a unity of
purpose, create and sustain a positive governance culture, govern with protocols and
policies, and have agreed upon roles and responsibilities.

A lot of time was spend discussing unity of purpose which can be broken down into these
four elements: Collaboration (leadership helps guide a collaborative effort); coherence (a
clarity of vision, focus; avoidance of adding more to the mission, staying on track while
remaining flexible); commitment (in the face of competing needs); and consistency (staying
the course, aligned with the Councils vision, and moving through distractions).

I appreciated the opportunity to attend. I continue to be inspired by others at such workshops,


and always welcome such learning opportunities that lead to personal growth and strengthen
my effectiveness as a council member. My goal is to continue to build on the culture of good
governance and continue to contribute to the effective governing that our City Council
demonstrates.

The workshop I attended was on June 30, 2017 and entitled:


City Finances - What You Need to Know

As trustees of the city, elected officials and city managers have special and serious
obligations to safeguard the fiscal assets of the public. The panel of experts will start
with an overarching financial picture of state and local government finance in California
and delve into essential aspects of municipal finance that every city council members
should know. Learn how cities have gotten into financial trouble and the right questions
to ask to know if yours is healthy. Gain insight into major trends, challenges ahead and
possible reforms. Obtain essential skills to keep your city budget strong through tough
economic times. Determine best practices in financial reporting and identify important
questions to ask when building the city budget. Get your questions answered from
peers and panelists.

Drew Corbett, Assistant City Manager/Finance Director, San Mateo

Your role as a Council Member, Financial Policies, Budgets and budget processes,
Financial reporting and auditing, Pension and OPEB costs, Capital financing and debt
management, Cash Management and Investments

The workshop discussion provided excellent insight into the responsibilities of a council
person and the enormous responsibility to be aware of the financial health of our city.
Frequent and thorough financial reporting along with questioning was encouraged. For
budget planning, it is important to have sound estimates on projected revenue and to
review through the year to assess the accuracy.

I found the workshop to be extremely informative and helpful. Meeting and sharing
thoughts and concerns with other city council members was an added benefit for the
