ENGINEERING CONSULTING FIRMS

Water and Sanitation Agency (WASA), LDA Govt. of The Punjab intends to hire
services of Engineering Consulting Firm for:

Design Review and Resident Supervision for the Project

REPLACEMENT OF TUBEWELLS (45-No.)

1. EOI ( Staffing @ 80% and Firm @ 20%)

2. Technical Bid (Weightage 80%)

3. Financial Bid (Weightage 20%)

PART-A: EXPRESSION OF INTEREST (EOI) AND PROJECT DESCRIPION

The interested consultancy firms having experience of similar nature works

may apply for selection containing the following information / particulars, duly supported
with necessarily documents:

1. Name of firm / address of the registered office with telephone / fax number and
e-mail address including organization chart showing management structure.

2. Memorandum and Articles of Association of the firms.

3. Certificate of Registration with the Pakistan Engineering Council, Islamabad

alongwith the valid renewal letter in relevant project profile category.

4. Copy of Registration with Securities and Exchange Commission of Pakistan or

Registrar of Firms.

5. Complete information of the Firms as per PPRA Rule 47.

6. Project wise experience with time duration for each Project.

7. List of similar works completed by the Firm during the last 10-years and similar
works in hand, indicating total cost of such works and cost of Consultancy
 Services received against those works alongwith date of start and completion of
expected date of completion.
8. An undertaking by the consultants / firms / JVs to the effect that Neither the firm
/ consultants / JVs nor its Directors / Stakeholders, as a whole or as a part of the
firm have even been black listed / defaulted by any Government Agency /
Department / Organization and also that the information supplied by the
consultants / firm / JVs is correct.

9. Certificate / Affidavit that the consultants / firms /JVs is not in litigation with any
client.

10. Superfluous / irrelevant information shall lead to disqualification.

11. Audited Statement of account for the last 03-years.

12. Copy of Registration with Income Tax Department.

13. List of permanent professional staff along with CVs of relevant core staff showing
project wise experience with exact time duration for each project.

1.3 Relevant Background

1.3.1 Current Issues:

The water supply of Lahore is totally dependent on ground water abstraction by sinking
tubewells of 2.00 cfs & 4.00 cfs capacity in the deep aquifer. WASA and other water
providers are continuously adding new tubewells to meet the demand of residents. This put
the aquifer under Lahore in stress. To maintain the water supply to the citizens of Lahore it
is essential to replace the outlived tubewells upto that time when the surface water
treatment plant is constructed and this treatment plant will be put in operational.

Urbanization presents one of the key challenges and, at the same time, opportunities in the
new millennium. Urbanization is taking place at a rapid pace and is beyond the effective
control of most government across the world. The scale and complexity of urban problems are
increasing everywhere and out of those most challenging is to meet the water and sanitation
demands. All cities must plan ahead to enable a sustainable future in the rapidly changing
urban environment. Cities must review their strategic plans to develop better economic, social
and environmental future. Those cities that fail to plan ahead and execute the plans will not
be competitive in the globalized world.
 As Guideline for 5-Years Strategic Plan by P&D Department, Punjab, sustainable and rapid
development providing maximum population coverage with improved and efficient quality of
Water Supply and Sanitation (WATSAN) service delivery, creating supportive climate,
institutions, eradicating poverty, enhancing human capacity and building modern Governance.

In the same context, Water and Sanitation Agency (WASA), Lahore Development Authority is
planning to replace the existing outlived tubewells. In this regard Lahore WASA intends to hire
consultants to assist in Design Review and Resident Supervision of Tubewells.

1.3.2 Geographical Area to be Covered

Whole WASA Lahore area.

2 OBJECTIVES

2.1 Overall objective

The overall objective of the Project is provision of better quality drinking water and
elimination of unhygienic conditions.
The scope of work includes 45-No. tubewells falling at ADP Gr. Sr. No. 4400 and other
tubewells funded under different heads.
