Abstract
This document is a contribution to the RAN KPIs on RNC performance statistics. The document proposes a
list of UMTS network level KPIs that should be measured and used to evaluate radio network performance
from coverage, accessibility, retainability, mobility, quality and traffic.

1 Introduction
The purpose of this document is to specify the RAN KPI definition as well as counters used to
calculate the KPI.
The original KPI definition comes from the experiences of commercial network management and
radio network optimization. The KPI definition shall be updated according to the requirement
from customers.
3 KPI Classification
The KPI can be divided into following classes, and the counters related to the KPI should be well
defined in the PM system of the RNC.

4.1 Class B - UL Interference Cell Ratio

This KPI can be used to evaluate how serious the UL capacity is limited by the UL interference of
all cells in one RNC.

5 Accessibility KPIs
Accessibility is the ability of a user to obtain the requested service from the system. RRC
connection and RAB setup are the main procedures of accessibility. These items can be
calculated per cell and per RNC, and the RNC level KPI is calculated by aggregating all the cell
counters that belong to the RNC.

A complete call setup procedure contains the RRC connection, RAB setup, and Direct Transfer.
Generally only the RRC connection and the RAB setup can be observed from RAN and it is
usually assumed that no error occurs when RAN handles the direct transfer messages. That is,
the authentication procedure is considered to be successfully performed.
This KPI can be used to evaluate the radio access success ratio in one RNC or a cluster, and the
access failures caused by the SCCP congestion are not considered in this call setup procedure.

6 Retainability KPIs
Retainability is defined as the ability of a user to retain its requested service for the desired
duration once connected. These items can be calculated per cell and per RNC. The RNC level
KPIs can be calculated by aggregating all the cell counters and Iur counters. For the Iur counters,
refer to ANNEXIur.
