1.1 Scope
This document describes the WRFD-181201 Uplink Coverage Improvement During Access
feature, including its technical principles, related features, network impact, and engineering
guidelines.

N/A indicates that an NE is not involved, that is, a feature does not require the support of the NE.
2 Overview
2.1 Background
The random access channel (RACH) is a shared uplink channel used for transmitting user-
plane data and control-plane signaling messages (including RRC Connection Request, RRC
Connection Setup Complete, and Cell Update). As shown in Figure 2-1, the RACH has a
smaller coverage radius than the dedicated channel (DCH) for the following reasons:
l The RACH uses open-loop power control, which can introduce performance loss due to
fast fading in radio environments and has high signal-to-noise ratio (SNR) requirements
for data that can be received by the NodeB over the RACH.
l The DCH uses closed-loop power control, which enables UEs to quickly adjust their
transmit power according to changes in channel conditions.
The small coverage area of the RACH limits network access. For example, in Figure 2-1,
points A and B are both within the coverage area of the DCH. Point A is also covered by the
RACH, but point B is not. At point A, a UE in idle mode or in the CELL_PCH or
CELL_FACH state can randomly access a cell and initiate services. At point B, the UE fails
to initiate calls or access network services.
2.2 Introduction
This feature uses the following two methods to improve RACH coverage:
l Decreasing the demodulation threshold to make it easier for the NodeB to capture
physical RACH (PRACH) preambles
l Providing a high-order channel decoding algorithm to improve the PRACH message
decoding capability
2.3 Benefits
l The required SNR decreases by 1 dB to 2 dB and more users can access the network in
the event of weak uplink coverage.
l CS traffic improves in weak coverage areas without additional sites.
3 Technical Description
The RACH is mapped onto the physical channel PRACH. During random access, UEs send
PRACH preambles and PRACH message to the UTRAN. The PRACH preambles are used for
detecting preamble conflicts and requesting RACH resources. Also, the PRACH message is
used for carrying upper-layer data.
To enable this feature, select ULACESS_COVER_IMPRV_SWITCH under the
NBMLdcAlgoSwitch(BSC6900,BSC6910) parameter. After this feature is enabled, NodeB
preamble capture capability improves and PRACH message decoding efficiency increases.

System Capacity
With this feature enabled, RACH coverage improves and users in weak coverage areas are
more likely to access the network. Details of how this feature impacts networks include:
l Increase in CS traffic
After this feature is enabled, users who are access prohibited due to the RACH coverage
can access the network, which leads to an increase in CS traffic. The CS traffic increase
amount is proportional to the number of users in weak coverage areas.
l Increase in CELL_DCH users
After this feature is enabled, more users can access the network and CELL_DCH users
increase. The CELL_DCH user increase amount is proportional to the number of users in
weak coverage areas.
l Increase in cell load
New user access increases cell load, as indicated by the increase in received total
wideband power (RTWP) and non-HSPA TCP. The cell load increase amount is related
to the number of users in the system, as shown in Figure 5-1 and Figure 5-2.

Network Performance
This feature decreases the PRACH preamble demodulation threshold, increasing the values of
the following counters:
l VS.RRC.AttConnEstab.Sum(BSC6900,BSC6910)
l VS.RAB.AttEstab.AMR(BSC6900,BSC6910)
l VS.RAB.AttEstabPS.Int(BSC6900,BSC6910)
l VS.RAB.AttEstabPS.Bkg(BSC6900,BSC6910)
In addition, newly admitted users have lower radio link performance than cell center users.
Consequently, the following KPIs for these users deteriorate:
The degree of network KPI deterioration is proportional to the number of RRC connection setups in
weak coverage areas.
Enabling this feature allows more CELL_DCH users in weak coverage areas to access the
network, increasing the values of the following counters:
l VS.SHO.AttRLAdd(BSC6900,BSC6910)
l VS.SHO.AMR.Att(BSC6900,BSC6910)
l VS.HSUPA.SHO.ServCellChg.AttOut(BSC6900,BSC6910)
l VS.HSDPA.SHO.ServCellChg.AttOut(BSC6900,BSC6910)
After this feature is enabled, the cell may incorrectly detect PRACH preambles while no UEs
send PRACH preambles, increasing the probability of reporting ALM-28209 Cell No Traffic.
6 Engineering Guidelines
l Signals are weak in some coverage areas. The following two methods are available for
identifying a weak coverage area:
Checking user received signal code power (RSCP) distribution
Assess RSCP distribution in a cell or cluster by using counters involved in "Number
of Times the RSCP Indicated in an RRC CONNECTION REQUEST Message Falls
into a Specific Range". Use the following formula:

Enable this feature when weak coverage accounts for more than 10% of the areas
covered. In this situation, there is a high probability that there are users outside the
coverage area of the RACH.
Checking user complaints for access-related issues
l The GUI value of the PreambleThreshold(BSC6900,BSC6910) parameter is greater
than or equal to 40.
NOTE
If the demodulation threshold is less than 40, the NodeB will incorrectly believe that there are UEs
sending PRACH preambles when actually they are not. As a result, RACH resources are wasted,
impeding actual random access requests.
l Less than 20% of the NACK messages on the RACH are reported.
The percentage of NACK messages reported on the RACH can be calculated using the
following NodeB counters:

You are advised to enable WRFD-180201 Improved Uplink Coverage for SRB over DCH to
improve uplink coverage for users whose SRBs are carried over the DCH, and mitigate
impact on the following KPIs:
l RRC Setup Success Ratio
l AMR RAB Setup Success Ratio
l PS RAB Setup Success Ratio
l CS Service Drop Ratio
l PS Call Drop Ratio with PCH
You are advised to enable the WRFD-010690 TTI Switch for BE Services Based on Coverage
feature and select PERFENH_SRB_OVER_HSUPA_TTI10_SWITCH under the
PerfEnhanceSwitch(BSC6900,BSC6910) parameter in the SET UCORRMPARA command
to allow cell edge users to be carried over the DCH in the uplink.
You are advised not to enable this feature in the following scenarios:
l High-speed mobile scenarios
Enabling this feature may lead to KPI deterioration.
l Scenarios where the percentage of cell center users is less than 30%

In this scenario, most users reside in the weak coverage area and network optimization is
required. Enabling this feature in such scenarios allows more users in weak coverage
areas to access the network. As a result, the percentage of users in weak coverage areas
becomes excessively high, leading to significant KPI deterioration.
6.3 Deployment

Hardware
The DEUa board must be configured on the RNC.
The 3900 series base stations must be configured with the WBBPb, WBBPd, WBBPf,
UBBPd, UBBPe, or UBBPei board. Only cells established on such boards support this
feature.
The BTS3911E supports this feature.
License

6.3.3 Activation
Step 2 Run the RNC MML command MOD UCELLALGOSWITCH to activate this feature. In
this step, select ULACESS_COVER_IMPRV_SWITCH under Switch for Cell Load
Control.
Step 3 Run the RNC MML command ADD UPRACHBASIC or MOD UPRACH with Preamble
Threshold Offset specified.

NOTE
When configuring the feature on the CME, perform a single configuration first, and then perform a batch
modification if required.
Configure the parameters of a single object before a batch modification. Perform a batch modification
before logging out of the parameter setting interface.
Set parameters listed in the table in "Data Preparation" section from top to bottom on the
CME. For instructions on how to perform the CME single configuration, see CME Single
Configuration Operation Guide.
Step 2 (Optional) Modify objects in batches on the CME. (CME batch modification center)
To modify objects in batches, click on the CME to start the batch modification wizard.
For instructions on how to perform a batch modification through the CME batch modification
center, press F1 while running the wizard to obtain online help.

6.3.5 Deactivation
The following table describes the parameters for deactivating this feature.

The feature gain is indicated by the difference between the minimum ranges where the
number of SRB TBs is greater than 0 before and after this feature is enabled.
For example:
If PreambleThldOffset(BSC6900,BSC6910) is set to -4, the minimum Ec/No range with
the number of SRB TBs greater than 0 is indicated by VS.TbNum.SRB.RACH.EcNo.
0(BSC6900,BSC6910) before this feature is enabled and by
VS.TbNum.SRB.RACH.EcNo.2(BSC6900,BSC6910) after this feature is enabled.
Therefore, the RACH coverage gain is 2 dB after this feature is enabled.
Values returned by the preceding counters increase. The increase depends on the user
quantity change.

20. PERFENH_OLPC_BLER_COEF_ADJUST:
Switch for adjusting the BLER coefficient specific to
CS services based on the best cell's uplink load status.
When this switch is turned on, the outer loop power
control algorithm uses the target BLER set by the
OMU board if the best cell's uplink load status is LDR
or OLC. If the status is neither LDR nor OLC, this
algorithm uses this target BLER after being divided by
five.

PERFENH_EMG_AGPS_MC_DELAY_SWITCH:
Whether to enable the function of delaying the
sending of an RRC_MEAS_CTRL message
containing AGPS information when an emergency call
is made. When this switch is turned on, the RNC
delays the sending of this message until the
emergency call is successfully set up. When this
switch is turned off, the RNC sends this message upon
receiving a LOCATION_REPORTING_CONTROL
message from the CN.

PERFENH_MULTI_RLS_CQI_PARA_OPT_SWITC
H: Whether to enable a UE having multiple RLSs to
use the value of "CQIReF" and the value of
"CQIFbCk" that are for UEs having only one RLS.
The two parameters can be set by running the "SET
UHSDPCCH" and "ADD UCELLHSDPCCH"
commands. When this switch is turned off, the UE
does not use the values of the two parameters that are
for UEs having only one RLS. When this switch is
turned on, the UE uses the values of the two

Whether to preferentially admit PS services of UEs
involved in LTE-to-UMTS CS fallback. When this
switch is turned on: If a UE involved in a LTE-to-
UMTS CS fallback is processing a non-real-time PS
service, the channel type and initial data rate for the
PS service are determined by the
"NRTInitRateforL2U" parameter in the "SET UFRC"
command during service admission. If the UE is
processing a real-time PS service, the UE follows the
standard access procedure. If the access attempt fails
and the "PreemptAlgoSwitch" in the "SET
UQUEUEPREEMPT" command is turned on, the UE
can preempt radio resources of existing UEs in the
UMTS cell. When this switch is turned off, the UE
follows the standard access procedure for the PS
service.

PERFENH_DLBLINDDETECT_WHEN_ONLYSRB
ONDCH: This parameter controls whether to enable
blind detection for the HSDPA user-associated single-
signaling R99 channel. When the switch specified by
this parameter is turned on, blind detection is enabled.

PERFENH_DLBLINDDETECT_WHEN_SRBAMR
ONDCH: This parameter controls whether to enable
blind detection for the HSDPA user-associated AMR
R99 channel. When the switch specified by this
parameter is turned on, blind detection is enabled if
the HSDPA service has been set up and there are
signaling and AMR traffic carried on the R99 channel.

PERFENH_R6_HSUPA_TTI_10MSTO2MS_LIMIT:
Whether to allow R6 UEs to switch from HSUPA 10
ms to 2 ms TTI. When the switch is turned on, this
switching is not allowed for R6 UEs. When the switch
is turned off, this limit does not work.
This parameter is an advanced parameter. To modify

20. PERFENH_OLPC_BLER_COEF_ADJUST:
Switch for adjusting the BLER coefficient specific to
CS services based on the best cell's uplink load status.
When this switch is turned on, the outer loop power
control algorithm uses the target BLER set by the
OMU board if the best cell's uplink load status is LDR
or OLC. If the status is neither LDR nor OLC, this
algorithm uses this target BLER after being divided by
five.

PERFENH_EMG_AGPS_MC_DELAY_SWITCH:
Whether to enable the function of delaying the
sending of an RRC_MEAS_CTRL message
containing AGPS information when an emergency call
is made. When this switch is turned on, the RNC
delays the sending of this message until the
emergency call is successfully set up. When this
switch is turned off, the RNC sends this message upon
receiving a LOCATION_REPORTING_CONTROL
message from the CN.

PERFENH_MULTI_RLS_CQI_PARA_OPT_SWITC
H: Whether to enable a UE having multiple RLSs to
use the value of "CQIReF" and the value of
"CQIFbCk" that are for UEs having only one RLS.
The two parameters can be set by running the "SET
UHSDPCCH" and "ADD UCELLHSDPCCH"
commands. When this switch is turned off, the UE
does not use the values of the two parameters that are
for UEs having only one RLS. When this switch is
turned on, the UE uses the values of the two
parameters that are for UEs having only one RLS.

PERFENH_RELOC_IE_CALCTIMEFORCIP_SWIT
CH: Whether to enable a RELOCATION REQUIRED
message to contain the IE calculationTimeForCipher-
ing.
When this switch is turned on, static relocation request
messages contain the IE calculationTimeForCipher-
ing.

PERFENH_IS_TIMEOUT_TRIG_DRD_SWITCH:
Whether to trigger the DRD procedure and channel
switchover from E-DCH or HS-DSCH to DCH when
messages transmitted over the Uu and Iub interfaces
do not arrive in time. When this switch is turned off,
the DRD procedure and channel switchover from E-

PERFENH_L2U_CSFB_COMMCALL_SWITCH:
Whether to preferentially admit PS services of UEs
involved in LTE-to-UMTS CS fallback. When this
switch is turned on: If a UE involved in a LTE-to-
UMTS CS fallback is processing a non-real-time PS
service, the channel type and initial data rate for the
PS service are determined by the
"NRTInitRateforL2U" parameter in the "SET UFRC"
command during service admission. If the UE is
processing a real-time PS service, the UE follows the
standard access procedure. If the access attempt fails
and the "PreemptAlgoSwitch" in the "SET
UQUEUEPREEMPT" command is turned on, the UE
can preempt radio resources of existing UEs in the
UMTS cell. When this switch is turned off, the UE
follows the standard access procedure for the PS
service.

PERFENH_DLBLINDDETECT_WHEN_ONLYSRB
ONDCH: This parameter controls whether to enable
blind detection for the HSDPA user-associated single-
signaling R99 channel. When the switch specified by
this parameter is turned on, blind detection is enabled.

PERFENH_DLBLINDDETECT_WHEN_SRBAMR
ONDCH: This parameter controls whether to enable
blind detection for the HSDPA user-associated AMR
R99 channel. When the switch specified by this
parameter is turned on, blind detection is enabled if
the HSDPA service has been set up and there are
signaling and AMR traffic carried on the R99 channel.
32.
PERFENH_R6_HSUPA_TTI_10MSTO2MS_LIMIT:
Whether to allow R6 UEs to switch from HSUPA 10
ms to 2 ms TTI. When the switch is turned on, this
switching is not allowed for R6 UEs. When the switch
is turned off, this limit does not work.
