INTRODUCTION
Preface TheOntarioMinistryofTransportation(MTO)iscommittedto
enhancingroadsafetyfornewcommercialdriversandotherroad
users.
Qualityinstructionprovidesafoundationforsafeandresponsible
professionaldrivingandservesasavaluableopportunitytohelp
developpositivedrivingattitudesandbehavioursinnewCommercial
drivers.
TheCommercialTruckDriverTrainingStandard(ClassA)includes
minimumrequirementsthatcurriculumdevelopersarerequiredto
meetorexceed.UseoftheStandardinthedevelopmentofyour
curriculumwillhelptoensurethatyou,asaCourseProvider,deliver
accurateandconsistentinformationwithinthecommercialtruck
drivingindustry.
ThegoaloftheStandardistosethighandconsistententrylevel
trainingforallcommercialtruckdrivercoursesdeliveredinOntario.
TheCommercialTruckDriverTrainingStandard(ClassA)isbeing
introducedtoensurethatallapplicantsofaClassAdriverslicenceare
beingtrainedtotheminimum,commoncoreentrylevelstandard
acrossthetruckingindustryandcommercialdrivertrainingdelivered
intheprovince.
TheStandardwasreleasedJulyof2016withtheimplementationdate
ofJuly1,2017.Thisprovidesthetruckingandtrainingindustriesa
transitionperiodtomeettherequirementsundertheCommercial
TruckDriverTrainingStandard(ClassA)includinganyrevisionstotheir
trainingprograms.
ThreePathsfor UndertheStandard,therearethreepathsforprovidingorreceiving
ReceivingApproved drivertraining;theMTOsDriverCertificationProgram(DCP),the
Training MinistryofAdvancedEducationandSkillsDevelopment(MAESD)
PrivateCareerColleges(PCC),ortheOntarioCollegeofAppliedArts
andTechnology(OCAAT).
HowtoApply Dependingonthenatureofthecourseprovidersbusiness,providers
willhavetoapplythroughMTOorMAESD.
RegisteringStudent Administratorsofapprovedcourseproviderswillbegivenaccessto
Completion theMTOsdatabase.Successfulcoursecompletionmustbeenteredon
tothesystemwhichwillconfirmthatthestudentcompletedthe
mandatorycourseandwillbeeligibletocompletetheClassAroad
test.

CourseStructure AddressallcompetenciesastheyareoutlinedintheCurriculum
Framework.
Continuallyreinforcedrivingtheory,skillspracticeandpromotionof
positivedrivingattitudesinalleducationalsettingsusingavarietyof
instructionalstrategiesandmethods,including:
a) DirectInstruction,
b) IndirectInstruction,
c) InteractiveInstruction,
d) ExperientialInstruction,
e) IndependentLearning.
Presenttopicsandmaterialsinalogicalsequenceallowingforthe
developmentofknowledgeandskillsthroughoutthedifferentstages
oflearningtoensureanyprerequisitesaremet.
Bedesignedtoallowforeasyupdating,removal,andinsertionof
contentasneeded.
Beadaptabletomeetindividuallearnerlearningneeds(e.g.,age,
ability,culture)andregionalneeds.

learningmethodsshallcompriseaminimumof50%oftotal
classroominstructionhours,
d) Directinstructionmethods(lecture)shallcomprisenotmore
thanamaximumof50%oftotalclassroominstructiontime.
Adheretothefollowingnonclassroom(inyardandincab)instruction
requirements:
a) Maximum2hours/sessioninstructionatonetime,followedby
abreak.
b) Maximum6hours/day,incabinstruction.Aonetimeincab
extensionupto8hourswillbepermittedtobeusedtoward
expresswaytraining,providedthestudenthasachievedapoint
ofskills/knowledgecapabilityandstaminatocomplete8hours
thatincludesexpresswaydriving.
FacilityRequirements Thefacilitywherethetrainingistotakeplacemustmeetall
OccupationalHealthandSafetyAct(OHSA)requirements,local
municipalbylawsandadheretotherequirementsbyeachhost
ministry.

ThreeLearning Therearethreelearningenvironmentsidentifiedforthedeliveryof
Environments theCommercialTruckDriverTraining(A).
Inclassreferstotheclassroomenvironment
Inyard(aroundthevehicle)referstoactivitiesthatoccur
aroundthevehicle(e.g.vehicleinspection).
Incab(BehindtheWheel)referstothestudentbeingbehind
thewheelofthevehicleeitheroffroadoronroad.This
includescoupling/uncouplingandbacking.
CourseHours Forthepurposesofdeterminingtheminimumhoursrequiredtomeet
thetrainingrequirements,thetotalhoursrepresent1:1direct
instructionbetweenstudentandinstructor.
Observationtimewhereonestudentisobservinganotherstudentis
notcalculatedintotheoveralltime.Observationtimeincreasesthe
amountofalessonbythenumberofstudents.
Instructionhoursarecalculatedat60minutes.
Lunch/dinnertimeisnotincludedinthelessontime.
Assessmentswithinalessontocheckfortransferofknowledgeare
includedinthetimeallotment(e.g.,shorttestsorquizzes).

behindthewheel(BTW)timeallotmentiscalculatedbythe
numberofstudents.Example:If1hourofBTWtimeis
required,with3studentsinthecab,thetimeincreasesto3
hours;1hourofBTWand2hoursofobservation.Observation
timeisnotcalculatedtowardcompletionofthemandatory
traininghours.
Instructor Thefollowinginstructorqualificationsmustbemetattimeof
Qualification applicationandtomaintaininstructorstatusforteachingthe
mandatoryentryleveltrainingcourseforcommercialClassAtruck
drivers:
MusthaveavalidClassAdriverslicence
Musthaveatleastfiveconsecutiveyearsdocumented
experiencewithaClassAdriverslicenceimmediatelypriorto
applicationdemonstratedbyanuptodatedriversabstract
thatreflectstheinstructorsdrivingrecordattimeof
application
Mustnotaccumulatefour(4)ormoredemeritpointsontheir
Ontariodriver'slicencerecord,orcomparablerecordfrom
anotherjurisdictionuponapplicationandtomaintain
instructorstatus
Adriverabstractmustbeobtainedonayearlybasis
confirminginstructorsdriverslicencevalidityanddemerit
pointtotal
VehicleConfiguration Trainingmustbecompletedusingatractortrailerwiththefollowing

definedinthecompetencyframework.
Thesubmissionmustinclude:

Howdifferentinstructionalmethodswillbeapplied.
Lessonplansmustbecompletewith:
Measureableobjectives,
Assessmentsdirectlyrelatedtothelessonandappropriateto
theobjectives,
Whatequipmentisrequiredforthelesson,
Stepbystepinstructionstotheinstructorwiththeuseof
differentinstructionalmethods,
Theenvironmentwherethislessonoccurs(inclass,inyard,in
cab),
Atimeframeforthelesson,bothoverallandwithinthelesson,
Supportmaterialsthatareusedinthelessons.
Instructional Instructionalmethodsthatapplyprinciplesofadulteducationareto

PARTCCURRICULUMFRAMEWORK
Purpose Thisdocumentsetsoutaframeworkforthecurriculumandthe
learningoutcomesfortrainingdeliveredtoindividualsaspiringto
entertheoccupationofacommercialvehicleoperator(truckdriver).
ThisframeworkisalignedwiththeNationalOccupationalStandardfor
CommercialVehicleOperator(truckdriver).Thepurposeofthis
curriculumframeworkistoprovideconsistenttrainingwithinentry
levelClassAprograms.
Thiscurriculumframeworkassumesthattheindividualbeingtaught
thecurriculumwillbeginwithonlyautomobiledrivingexperience.The
curriculumconcludesbypreparingthelearnertosuccessfully
challengeOntariosroadtesttoobtainaClassAcommercialclassof
driverslicence(CDL).
Itisimportanttorecognizethatthiscurriculumframeworkaddresses
thefirststageofentrylevelClassAeducation.Theindividualwill
continuetoacquireanddevelopcompetencyintheworkplace.The
goalofemployerdirected,workplacebasedtrainingistoreachthe
competencyleveldefinedintheNationalOccupationalStandardfor
CommercialVehicleOperator(truckdriver).
UndertheStandard,airbrakeinstructionisnotmandatory.Shoulda
courseproviderchoosetodeliverairbraketraining,theyarerequired
tocontinuetoadheretotheMinistryofTransportationsminimum12
hourcourseandisabovetheminimumCommercialTruckDriver
TrainingStandard(ClassA)103.5traininghours.
