Dear Sir:
In an effort to assemble quality data for use in the development of a rapid visual assessment tool
for 1-story school buildings exposed to severe wind loading, I am seeking your expert opinion and that of
other structural engineering experts on the following probability and damage data. The data provided are
parameters used for a general model for buildings in the US. I would like to ask for your expert opinion in
adjusting the following data to capture the general behavior of the structural components of 1-storey
school buildings in the Philippines.
For Table A.3, to determine the individual building damage response to typhoons, the following
building attributes are to be compared to each other, to establish their relative importance, weight, or
contribution to wind damage. For the relative weights, the sum of the ratings should total 100%. Each
component is given a weight according to its contribution to the resilience of the structure against
typhoon winds.
For the last part of the survey, place a factor relative to the resilient strength of the parameter
with a value of 0.0. The parameters with a value of 0.0 correspond to the base configuration of the
structure originally modeled in the study. Your placed values may be more or less than 0.0 depending on
your expert opinion with 1.0 as the highest and -1.0 as the lowest. A value of -1.0 would mean a more
resilient structure and a value of 1.0 would mean a less resilient structure. Please note that emphasis in
the present questionnaire is on relative rather than absolute wind performance.
