MINUTES OF MEETING HELD ON 14th APRIL, 2013 at 10:30 a.m.

A meeting was held on 14th April, 2013 under the Chairmanship of Prof.
Dr. Muhammad Rafiq Sabir in connection with establishment of a Bahawalpur College of
Medicine & Dentistry and Teaching Hospital at Bahawalpur. The followings attended the
meeting:-

All the participants introduced each other.

Mr. Abdul Mohsin Shaheen, Chief Executive Officer, Manifold Services,
Consultant/Coordinator put forward a detailed information about the mega project
Establishment of a Medical & Dental College at Bahawalpur with a seating capacity of
100 seats of MBBS and 50 seats of BDS, including finance (minimum estimated cost
involved to start about 500 to 700 million, completion period of about two years), share
of founder members, cash flow, formation & registration of company etc. He also
explained about Allied Health Sciences B.Sc.(Hons) courses such as Medical Laboratory
 Technology, Medical Imaging Technology. Operation Theatre Technology and Doctor of
Physical Therapy, to be started with the affiliation of the Islamia University, Bahawalpur
(Degree Awarding Authority) at low expenses and highlighted the services to be utilized
in Pakistan and especially in abroad.
Mr. Atif Aziz, President, Chamber of Commerce & Industries, Bahawalpur elucidated
about the quality of medical education at national level as well as international level and
not a cost cutting project. He also made clear the safety measures of funds, right of
personal refusal in accordance with the memorandum of articles of company and the
investors will have the rights to put forward the suggestions which are in the benefit of
the company.
Prof. Dr. Syed Sajid Hussain, Head of Pathology Department, Quaid-i-Azam Medical
College, Bahawalpur emphasized about the medical ethics and fair functioning of the
said medical mega project.
SELECTION OF SITE FOR CONSTRUCTION OF MEDICAL & DENTAL COLLEGE
AND TEACHING HOSPITAL.

1. The agricultural land of Dr. Tahseen Ahmad Cheema adjacent to Ashraf Sugar Mills,
which is situated about 19k.m from Railways Station, Bahawalpur was again
discussed. There is observation that due to Sugar Mills there will be pollution,
contamination and toxic waste and the Environment Department can raise an
objection in connection with issuance of NOC.
2. The solution of pollution was also discussed that filters can be installed on the
goodwill of the owners of Ashraf Sugar Mills.
3. It was decided that Prof. Dr. Syed Sajid Hussain will inform Dr. Tahseen Ahmad
Cheema telephonically that the cost of land has been got assessed @ Rs. 40 lacs per
Acre according to prevailing market rates.
4. If Dr. Tahseen Adhmad Cheema agreed to sale land to the company and the problem
of pollution of Sugar Mills is solved then at least 10 Acres of land will be acquired.
5. 10 Acres land of Ch. Pervaiz Hameed situated at Yazman Road, Bahawalpur was also
discussed. He showed interest to sale his land and gave his consent to be a founder
member of company subject to the condition that his land may be purchased by the
company. The realistic value of cost of land will be assessed and put up in the next
meeting for approval if the land of Dr. Tahseen Ahmad Cheema is not acquired due to
pollution or other reasons.
 6. Local market rates of land near to Bahawalpur city are very high and is beyond the
purchase power of company.
7. A piece of land at Yazman Road 12 k.m from Bahawalpur city was discussed but not
approved.
8. Land near to Air port and at the Ring Road Chowk towards Hasilpur were also
discussed but not approved.
Mr. Atif Aziz proposed the name of Mr. Saood Majeed a prominent figure of Bahawalpur
may be included in the list of Directors of the company which was unanimously
approved by the house.
Henceforth Prof. Dr. Muhammad Rafiq Sabir shall act as Acting Project Director during
the absence period of Dr. Tahseen Ahmad Cheema, Project Direct who has proceeded to
USA.
Mr. Abdul Mohsin Shaheen was requested to submit summary of feasibility report within
a week and to accelerate the process of registration of company and compliance reported
immediately.
