Registered Environmental Consultants in The Emirate of Dubai

1.0 Introduction
The Environment Department (ED) recognizes the role of Environmental Consultants in the
compliance of project owners/developers with environmental requirements. Environmental
Consultants are often hired to provide environmental services because of their technical
knowhow on a specific field of environmental management that helps facilitate the compliance
of project owners/developers. Cognizant of this aspect, the Environmental Planning and Studies
Section (EPSS) prepared this Information Bulletin with the following objectives:
2. Ensure that all Environmental Consultants are legitimate, qualified and capable of
delivering credible results of their tasks, in fulfillment of the environmental requirements
of ED; and
3. Instill accountability in all environmental reports submitted to ED, and protect the
interest of project owners/developers on aspect of environmental compliance.
The following are the code-based environmental services on which the Environmental
Consultants are registered.
The following are the conditions of the registration, which shall be complied by the registered
Environmental Consultants. Failure to comply hereof shall result in the suspension or
cancellation of its entire registration and/or that of its particular environmental service.
1. Provide the agreed environmental services to its clients, and satisfy the environmental
requirements of ED with the highest level of professionalism.
2. Ensure the validity of its DED license with the activity Environmental Consultants and
Studies and UAE residence/employment visas of its expatriate employees who are
registered with EPSS as lead specialists for its environmental services. The registration of
an Environmental Consultant in all or under a specific code shall be considered invalid if
its DED license and/or the residence/employment visa of its lead specialist(s) have expired
before the its registration losses its validity.
4. Secure prior approval from the project owner/developer for any sub-contracting of
environmental services. Sub-contracting practices shall be restricted only to
Environmental Consultants that are also registered with EPSS to undertake a particular
environmental service(s).
5. Secure prior approval from EPSS and the project owner/developer for any sub-contracting
of field monitoring (e.g. sample collection, air quality and noise monitoring, etc.) to
laboratory companies, which are not registered to conduct the said activity and/or without
the appropriate accreditation from Dubai Accreditation Center.
6. Declare the names of the manager and all concerned specialists, with corresponding
signatures, on all environmental reports, and to attend all technical meetings that may be
called by the ED. The signatures affixed in the reports signify the accountability of
concerned personnel on all information contained therein.
8. Apply for the renewal of registration at least thirty (30) days before its expiry with the
submission of updated documentary requirements. The renewal of registration is subject
to re-evaluation of the Environmental Consultants qualifications, compliance with the
conditions of registration, and performance for each of the environmental services it is
registered to.
The EPSS shall continue to accept applications for registration from Environmental Consultants
with the submission of appropriate documents as attached.
This Information Bulletin shall only be updated when need arises, or when it is deemed
appropriate by EPSS.
Minimum Requirements for the Registration of Environmental Consultants in the Emirate of Dubai
I. Basic Requirements
A. Company
Licensed by Dubais Department of Economic Development (DED) to undertake the activity
Environmental Consultants and Studies.
Employed a specialist for the code(s) to be applied for registration. The specialist may
handle numerous codes provided that it has the relevant qualification.
It has the necessary software and/or equipment required to undertake the services under
the codes to be applied for registration.
B. Specialists
At least a bachelors degree in any environment related discipline. For codes H, I and J, the
specialist should have obtained a more relevant/specialized educational degree and/or
formal training.
At least five (5) years of relevant professional experience for specialists with bachelors
degree, and three (3) years of relevant professional experience for specialists with masters
or doctoral degree.
A. Application Letter addressed to the Head of Environmental Planning and Studies Section
The letter shall specifically mention the codes that will be applied for registration with the
names of its concerned specialists.
B. Company Documents
Copy of DED license for the required activity.
Organizational structure of the licensed company, to include the names and position of its
key personnel.
Office and mailing address, and contact details.
C. Documents of the Specialists
Copy of passport, residence/employment visa and Emirates ID of the specialists mentioned
in the application letter. The residence/employment visa of the specialists shall be under
the DED licensed company.
Curriculum Vitae, copy of UAE attested diplomas, transcript of school records, and relevant
training certificates of the specialists mentioned in the application letter.
D. Equipment Documents
Copy of software license, proof of ownership (e.g. receipts of purchase) and valid
calibration certificates of the equipment that will be used.
