: Proposal for engagement of multi-axle trailers for movement of


consignment
of RINL to their stockyard at GZB on quotation basis

As you are aware that RINL consignment is transported to their stock yard AT GZB and
FBD in trucks after Destuffing at DCT/ Okhla. Presently this system of transportation is
costing us Rs7200 per TEU for FBD and Rs 6400 per TEU for GZB. Terminal manager
has suggested that if we take the container directly to their stockyard and De-stuff there,
it will reduce the overall logistics cost as well avoid double handling of cargo.

In this regard, Terminal manager has contacted both the agents at GZB and FBD, the
consignment agent of FBD has expressed its inability to change to new system of
handling, where as consignment agent of GZB has agreed to carry out the De-stuffing
activity in stock yard for which he has quoted Rs 1000 to the Terminal manager, the
letter of his quote is attached. Similarly, the Terminal manager has obtained the
budgetary quotes for assessment purpose from the existing RTO dealing with door
delivery of RINL consignment for transportation of containers on multi axle trailers.
The Budgetary Quotes from two parties are attached here with. Both the parties ATOZ
logistics and the Sapphire have quoted the rates for this limited movement only. The
rates quoted by them are Rs 5700 per TEU And Rs 6000 per TEU respectively. From
the above basic cost, the cost of movement of containers to RINL GZB followed by
destuffing in the stockyard comes out to Rs 6700 per TEU is Rs 500 less than the
existing cost.

This costing can be reduced further if the competitive quotes are asked for providing of
multi axle trailers for this limited activity. Regular tender is under process in corporate
office, we may try the use of multi axle trailers for six months by calling quotations.
Currently, the magnitude of this movement is 100 TEU for RINL/GZB, for which
financial implication for six months comes to Rs 35 lakhs (Rs 5700 x 100 x 6).

As per DOP, Chapter IV, point 2 CGM is empowered for augmentation of existing
arrangement for a period of 6 months without calling open tenders subject to financial
implication of Rs 75 lakhs. However, it is a new work using multi axle trailers, in
principle approval of the competent authority is required from CO for calling
quotations. Therefore it is requested to kindly accord in principle approval for calling
quotation for six months from the existing approved list of RTOs. The proposal of the
CM/DCT is also attached for kind perusal.
