the International Year of Evaluation
(EvalYear) at the Third International
Conference on National Evaluation
Capacities organized in Brazil, during
October 2013. The aim of designating
2015 as the International Year of
Evaluation is to advocate and promote
evaluation and evidence-based policy
making at international, regional,
national and at local levels.

primary focus of evaluation is to bring
strategic change in the set of activities
planned, processed to be adopted and
so forth. Evaluation highlights what
worked, what did not work, and why?

organizations and —_government
departments to ensure that the public
resources are utilized judiciously for
tangible outcomes. Given the renewed
commitment to inclusive growth and
human development, the demand for
evaluation is growing rapidly across
the globe. Awell conducted evaluation

strategic focus and obtain objective
information on the performance of its
policies, programmes and initiatives
to produce desired results
he Government of Assam has
taken up a number of initiatives
to improve the monitoring and
evaluation environment in the
state. The Government is moving
towards an institutionalized result-
based framework for monitoring
and evaluation activities for evidence
based planning, budgeting, decision
making, and ensuring accountability

which formulates and reviews the
plan for the state in collaboration
with relevant departments is also
responsible for _ strengthening
evaluation functions in the state. At
present, the evaluation of central and
state government programmes are
being undertaken by the Evaluation
and Monitoring Division of the
Planning & Development Department,
Government of Assam.
NICEF has been closely working with the Government of Assam for
strengthening evaluation functions in the state. One of the major mandates
of UNICEF isto strengthen the capacity of the Government officials for evaluating
various schemes and programmes in the state to achieve desired results.
nder this background, UNICEF in partnership Planning and Development
Department, Government of Assam with and Tezpur University is organizing
an “Executive Training Programme on Evaluation Method" at Tezpur University
from 15th to 19th December 2015. The annual course is expected to provide
a unique exposure to the development practitioners of the state with regard
to contemporary tools and theories of evaluation. Taking into account the
international year of evaluation, this programme will also provide a platform
to deliberate on the role of evaluation in good governance for equitable
and sustainable human development to the participants. The University in
consultation with Government of Assam will invite nationally acclaimed resource
persons for this course.
Objectives:
he primary objective of the course is to strengthen the evaluation culture
in the State and improve the quality of evaluation in designing effective
polices. in particular, the aim of the course will be
+ To introduce the principles of monitoring and evaluation
+ To introduce the concept of standard operating procedures (SOPs) of
evaluation
+ To give an exposure on the emerging approaches and methods in the
evaluation
+ To introduce to the concept of Result Based Management (RBM), Theory
of Change (ToC)-and its linkage with evaluation
+ To sensitize about using evaluation result for improved programme
planning and policy making
