FOREWORD

The transformed role of the Department of Health (DOH) from a sole provider of
health services to a technical leader brought forth new challenges and opportunities to
the organization. These challenges have opened the doors of the DOH to create a new
culture in the organization, the Culture of Competence which was one of the anchors of
the many initiatives that were introduced in the organization, e.g., the re-engineering of
1999. These basically carry with it new mandates which necessitated the updating of
existing policies, guidelines and systems particularly in the field of Human Resource
Management and Development.

Cognizant of these realities, the DOH through the Human Resource Development
Bureau (HHRDB) in collaboration with the Administrative Service (AS) have incessantly
pursued the conduct of Job Evaluation for all positions in the DOH Central Office.
Likewise, with the assistance of the World Health Organization (WHO), this initiative was
expanded to the DOH Centers for Health Development (CHDs) and their respective
Medical and Regional Hospitals including their partners in the public health sector
Local Government Health Facilities.

Currently, the DOH Central Office has a well-crafted Competency-Based Job


Descriptions attuned to the recent mandate of the organization. In the same manner, a
Competency Based Job Description Manual has also been crafted for the DOH sub-
national offices, public hospitals, provincial and city health offices and rural health units.

The job description is one of the tools that can serve as the foundation for
establishing the entire human resource development and management systems in an
organization. It can communicate to the organization the overall purpose of the job and
how it relates to the greater objectives of the organization. It can identify and clarify job
roles and activities and guide the employees and supervisors and managers in setting
goals, objectives and performance standards for the job. It can provide information on
the competency level and technical skills required for excellent performance. It can also
be used as a framework for assessing and selecting external and internal job applicants
and it can serve as a basis for determining compensation, incentives and rewards as
well.

I enjoin therefore, all officials of the Department of Health and encourage the
public health leaders to optimize the benefits of this tool. Make it a dynamic source
document to guide, direct, motivate and inspire the workforce. The proper and
committed use of these competency-based job descriptions will bring us a step closer to
our vision of quality health care for all Filipinos.

INTRODUCTION

Part of the Department of Healths initiatives to drive organizational performance


is to update the existing Job Descriptions of the Centers for Health Development, the
regional hospitals, medical centers, provincial hospitals, provincial health offices, district
hospitals, city health offices, and rural health units.

The Job Description conveys the performance expectations the organization has
from its employees. It is also the reference document for human resource systems such
as recruitment and selection, performance management and career development.

To embark on this large-scale effort, the Human Resources for Health


Development Bureau engaged the services of SGV-Development Dimensions
International (DDI), the Philippine office of a global human resource consulting firm.
This is part of a bigger project to develop the Competency Model for all positions within
the public health sector.

In the new Job Description format, the competency profile that is, the
Knowledge/ Skills, Behaviors and Motivation of each position is indicated. This
information defines the requirements that will make the position-holder successful at the
job.

METHODOLOGY

The process of updating the job descriptions was built into the development of
the Competency Model, as follows:

Phase One: Data-Gathering

In coordination with HRHDB, the DDI Team gathered and reviewed relevant
documents to better understand the functions existing within the target facilities. These
documents were: current job descriptions, organizational chart and plantilla,
Performance Evaluation System forms, and the DOH Central Office Job Description
manual.

A Job Description Questionnaire (JDQ) was developed and administered to


position-holders during the visits to the facilities. The JDQ asked the job incumbents to
document their current functions or confirm the accuracy of their existing job
descriptions.

Additional information regarding functions and job activities were derived from the
Focus Group Discussions (FGDs). Primarily, these FGDs were intended to gather data
about the knowledge, behaviors and motivation required to be successful at a job.

Phase Two: Consolidation and Analysis

After all the relevant data have been gathered, these were classified according to
positions and levels. Similar functions across facilities were identified and compared.
Job profiles based on analysis and Focus Group Discussions were prepared.

The analysis of data involved the following steps:

Find commonalities in functions


Identify roles relative to the department/unit and the type of facility
Determine distinct functions based on assignment (i.e. facility,
department/division)
Identify main deliverables of the position; identify Key Result Areas (KRAs)
Determine similar outputs or processes
Consolidate functions based on the main outputs of the position

Phase Three: Job Description Writing

The revised Job Descriptions were written according to the standard template
provided by the Health Human Resource Development Bureau (HHRDB). The template
sections are:

Phase Four: Validation by Job Content Experts

The Job Descriptions were sent to the Job Content Experts, the supervisors and
managers of the position-holders, for their initial review and validation. A final validation
workshop was organized wherein the Job Content Experts from the pilot sites convened
to review the accuracy and comprehensiveness of the Job Descriptions. Guidelines were
set for the validation process.

Phase Five: Final Editing

The Job Descriptions were finalized based on the comments and suggestions
made by the Job Content Experts.

It was noted that Time Allocation for the functions was not consistent across
facilities because of the varying priorities and concerns of each region; hence, this field
was left blank for the respective facilities to specify. Time Allocation serves as guide to
prioritize the activities of the job-holder; it is not an indication of percentage of daily
activities.

MANDATE

Republic Act 7160, or the Local Government Code, mandated the devolution of
health and hospital services to the local governments. The ownership of the district
hospital was then transferred from the Department of Health to the provincial
government.

GENERAL FUNCTION

District hospital refers to the front-line hospital, which has. its own catchment area,
and has capabilities and facilities for providing secondary medical care to cases
requiring hospitalization and the expertise of trained doctors.

Directs the administrative and technical activities of the hospital to ensure delivery
of quality health service.

MEDICAL SERVICES

1. Implements national health programs such as on applied


nutrition, child health, reproductive health, family planning

2. Organizes classes to provide health care education, training

KEY RESULT AREAS


Define the areas in which one is expected to focus his/her efforts and important

POSITION CLASSIFICATION
Classes of position that require career service examinations are grouped into
three major levels (First Level, Second Level and Third Level).

o First Level includes clerical, trades, crafts and custodial service positions.
This involves non-professional or sub-professional work in a non-supervisory
capacity requiring less than four years of collegiate studies.

o Second Level includes professional, technical and scientific work in a non-


supervisory or supervisory capacity requiring at least four years of collegiate
studies.

o Third Level covers position in the Career Executive Service; namely,


Secretary of Health, Undersecretary, Assistant Secretary, Directors, Chief of
Department Service and other officers of equivalent rank as ay be identified
by the Career Executive Board, all of whom are appointed by the President of
the Philippines.

QUALIFICATION STANDARDS
A statement of the minimum qualifications for a position, which includes:
education, experience, training and civil service eligibility required of the job.

It includes the specific competencies (knowledge, skills and attitudes) required to


successfully perform a job.

SALARY GRADE
A specific salary range assigned to one or more positions having different yet
