INSTRUCTIONS TO STUDENTS

1. Your assignment should be typed using 12 point Times New Roman font and 1.5 line
spacing.

2. You are to submit assignment only in MS-WORD format unless specified otherwise.
Please refrain from converting text/phrases into picture format such as .gif / .jpeg / print
screen / etc.

3. Submission Method:

a. Face-to-face student:
You MUST submit a softcopy of your assignment online through myINSPIRE and a
hardcopy to your facilitator.

b. Online student:
You MUST submit a softcopy of your assignment via myINSPIRE and another
softcopy to the e-facilitator via e-mail.

You can submit your assignment ONCE only in a SINGLE file in myINSPIRE. You are
advised to keep a copy of your submitted assignment and the RECEIPT as evidence of
online submission.

4. Your assignment must be submitted on 24th 26th March 2017 (5th Seminar).

5. Your assignment should be prepared individually. You should not copy another persons
assignment. You should also not plagiarise another persons work as your own.

OBJECTIVE:
To examine students ability to understand and comprehend issues such as the concepts of
human capital, financing in education and relationship between education and economic
growth that are discussed in the seminars and via online.

INSTRUCTIONS: You are required to complete the following assignment.

QUESTIONS:

Financing is one of the topics discussed in economics of education and financing higher
education is one of the major issues in higher education. Among the purposes of funding
higher education by the federal government include funding the institutions, doing research
and funding students study. For this, it is hoped that Institutions of Higher Education will
manage their finances effectively to ensure return on investments.

Conduct a literature review on financing in education. In addition, you are required to discuss
the issue(s) of financing in higher education.

Assignment Format:
a. The assignment should contain about 3000 5000 words (15 20 pages).
b. Provide reference using the American Psychological Association (APA) format.
c. References should be the latest (year 2005 onwards).

ASSIGNMENT GUIDELINES

1) Student is required to discuss the conceptual and theoretical foundations of financing


in education with reference to literature on finance in education. The references are
required to be the latest such as starting from year 2005. Student should give one
example of a study on financing in higher education and critically evaluate the study.
(20 marks)

2) Student is required to explain and discuss the issues related to financing higher
education in Malaysia including revenue sources, student debt, and expenditures.
Sources of revenues are different in public and private education. Sources also vary
based on pre-school, primary school, secondary school and higher education. Main
sources are Federal, State and Local. Student should discuss the trends in
Malaysian educational expenditure. The education expenditure refers to the current
operating expenditures in education, including wages and salaries and excluding
capital investments in buildings and equipment. Student may refer to Index Mundi in
the internet and search for Malaysia to understand the economy of Malaysia.
(20 marks)

3) Student is required discuss the major policy issues in higher education finance. In
discussing the policy issues in higher education, student should examine the roles of
the government in financing higher education.
(10 marks)
