In the early 90's, Sir Gil Romantico de la Torre received a portable two-way radio,
Icom 02AT from Ariel A.Suguitan, since then his dream of utilizing radio for social
change begins.
Most radio modulations on community bands have been fragmented and without
direction for several decades, with most frequencies so occupied with unnecessary
modulations or stymied by jammers that when the need calls for immediate radio
assistance for relay of urgent messages, the responsible communicator when
available, could hardly cope with exigency. Sadly, most of the time he was
unavailable. To help remedy the situation, some responsible communicators banded
themselves into a developmental radio group that is truly responsive to the needs of
the community.
De la Torre named Mediacom to be a radio group dedicated for the public welfare. Its
name can be traced back from civic organization which he first founded Media
Dynamics in 1975. This organization had assisted poor but deserving students
pursued their studies in college thru sponsorship of several kindhearted individuals
and philanthropists.
Aside from Radiocom, he had also organized several radio communication groups in
Metro Manila to assist Kabalikat in communication linkages and services for effective
networking. Among these are: Kamagong Radio Assistance Group (KRAG) based in
Cubao, QC, Lakas Antipolo Radio Communicators League (LARCOM) in Antipolo,
Rizal; Youth Assistance Civic Action Group (YACAG) in Sampaloc, Manila; Group of
Youth Assistance Communicators (GRAYCOM) Paco; He also assisted in the
establishment of CAVERS, a CB-VHF radio communicators group in Montalban,
Rizal.
However, in the later part of 1993, a certain quarter in the Manila Chapter, the first
Kabalikat group established by De la Torre, do not lived up the Kabalikat ideals and
created factionalism among members. It should be noted that 50 out of 51 Kabalikat
existing chapters signified adherence to the renaming of the group into Kabalikat
Civicom and recognizing it as the national organization.
Recently, the Kabalikat Civicom had entered into a Memorandum of Agreement with
several government agencies, to wit: Department of Transportation and
Communications, Department of Interior and Local Government, Metropolitan Manila
Development Authority and the Philippine National Police, to name a few. It is
interesting to note, aside from its kabalikat groups in VHF, HF, SSB and CB, it had
organized a nationwide network of mobile phones communicators and established the
largest network of worldwide web of civic communicators.
The Kabalikat Civicom Desert Base Coordinating Council is under the careful watch
of the Kabalikat Civicom Founder/ National President Sir Gil R. de la Torre (KB 10-01)
and headed by Sir Alvin Vhinez Salenga (KB 2000-08), Council Chairman.
Any civic-minded community communicators who wishes to join Kabalikat can apply
for membership with the Kabalikat organizational base [or 10-141]. Applicant should
pass the interview and must be able to attend the required operations and general
membership meetings as announced. He or she must not be affiliated with any other
radio group.
All members are required to advise 10-8 and check-in for the net every day. When
breaking in, advise call sign at once for easy pull-out. During the Net, avoid patch up
unless it is urgent. Do not entertain interferences such as 10-96 at all times. Always
monitor first before breaking-in the channel, modulation may be in progress. This will
avoid you on stepping on a weak signal. Leave a pause between over for 3 seconds.
This is to allow weak station with emergency traffic to make contact. All Kabalikat
Civicom members shall have the responsibility to monitor and assist all travelling
members within his/ her area of responsibility. All members shall report any unusual
incident including fire, vehicular accidents, crimes, emergencies and other events that
may require the assistance of the organization. All members are required to
participate and cooperate with any mass-based operations such as civic assistance
involvement. All members must exercise camaraderie, observe brotherhood and
adhere to unity. Modulations on air regarding matters that are detrimental to the
interest of the group should be avoided. Foul words are strictly prohibited.
Unexplained or unjustifiable absences during the net or during the general
membership meeting shall be fined heavily. Likewise taking control to other Zello
Channel is strictly prohibited. The use of SIR or MADAM is a must. The use of 10-
codes is to encouraged for brevity and propriety. As general rule trafficking on a first-
call first-serve basis must be observed. Emergencies should be given priorities.
Double break or "break-break" shall mean priority traffic and triple break or "break-
break-break" shall mean urgent or emergency traffic. If you have priority or
emergency traffic at any time during the net, send double break or triple break and
your call sign, and you will be recognized. (pause)
