SPECIAL POWER OF ATTORNEY

KNOW ALL MEN BY THESE PRESENTS:

I, DR. H. M W, of legal age, Filipino, with residence and postal address

at Main Campus, Isidro Hall, california City and the present President of the
UNIVERSITY SYSTEM, do hereby name, constitute and appoint the
OFFICE OF THE SOLICITOR GENERAL of the Republic of the Philippines
to be my Attorney-in-fact in my name, place and stead to perform the
following acts, as follows:

1. To represent me and the Mindanao State University before the

Municipal Trial Court of Balo-i in the case entitled Civil Case No.
2399-15;

2. And be able to perform the following:

a. Entering into a compromise agreement;

b. The simplification of issues;
c. The possibility of obtaining admission of facts and of
documents to avoid unnecessary proof;
d. The limitation of the number of witnesses;
e. Such other matters as may aid in the prompt disposition of
the cases

HEREBY GIVING AND GRANTING unto my said attorney full power

and authority whatsoever requisite or necessary or proper to be done in and
about the premises as fully to all intents and purposes as I might or could
lawfully do if personally present, and hereby ratifying and confirming all
that my said attorney shall lawfully do or cause to be done by virtue hereof.
