Training Standard
SideboomOperatorTrainingStandard

Theprofessionalswhooperatesideboomsbringexperience,
concentrationandaseriousattitudetothejob.Operatorsmuststeer
theheavyequipment,controlthesideboom,watchoutforpeopleand
followthedirectionsfromthesignalpersonallatthesametime

Movingandsettingpipecaninvolveasmanyasfivesideboom
pipelayers.Theteammustworkasoneunit,witheachoperator
understandingtheequipmentandhowtosharetheload.This
potentiallyhazardousworktakesplaceoverroughterrainandinpoor
weather.

ThisIndustryTrainingStandardisaguidelineforthirdpartytraining
organizationsandpipelinecompaniesthatprovideinhousetraining.
TheguidelineprovidesindustrywithEntryLevelSideboomOperator
Trainingadvice.Itaimstocreateacceptable,industrywidetraining
standardsforentrylevelsideboomoperators.Italsoestablishes
acceptable,minimumcompetenciesfortheseoperators.

1. PURPOSE
Thisstandardprovidestherequirementsfordevelopinganddeliveringa
basicsideboomoperatortrainingprogram.

Itdescribestheminimumlengthandnecessarycontentthesubject
areasyourtrainingprogrammustcover.Yourtrainingprogramcanoffer
muchmorebutcannotleaveoutthesebasics.

Thetrainingwillprovidecoreentrylevelknowledgeandskills.
Specializedcrewswillrequireadditionaltraining.

2. GENERALTRAININGREQUIREMENTS

2.1. TRAININGISCOMPETENCYBASED
Operatorswhohavecompletedtrainingwillbeabletodemonstrate
thattheycan:

2.5. TRAININGMUSTCOMPLYWITHALLCOMPANYPOLICES,PROCESSES
ANDPROTOCOLS
Traineesmustlearnabouttheactualjobrequirements.Inadditionto
thistrainingstandard,companieswillhavetheirownrequirements.
Oncetheyareonthejob,operatorswillhavetotakepartinan
orientationtothecompanyanditsequipment.

Theywillhavetofollowcompanyrules,wearproperprotectiveclothing
andreportincidentsandunsafeconditions.

2.6. TRAININGMUSTINVOLVETRAINEESINACTIVELEARNINGANDSKILLS
ACQUISITION
Theremustbeopportunitiesfortraineestopractiseandforexpertsand
traineestodemonstratekeysideboomoperatorskills.Ideally,your
programwillengagebothnewandexperiencedoperators.

2.7. TRAININGMUSTINCLUDECLASSROOMINSTRUCTIONANDPRACTICAL
TRAINING
Thetrainingprogrammustofferatleast:

8hoursoftheory,whichintroducesboththeregulationsandthe
equipment.

32hoursofpractical,handsontraininginandaroundfunctioning
sideboomequipment.Thattrainingcanincludebothmechanical
andhydraulicsidebooms.

2.8. TRAININGMATERIALS
Thetrainingprogramwillprovideuserguidesandworkbooks,which
participantscankeep.

Allprogrammaterialsmustexpressweightandmeasuresinboth
imperialandmetricunits.

2.9. CLASSSIZEANDPROGRAMLENGTH
ThemaximumclasssizeissixTraineesforeachinstructor.Thisensures
allTraineeshavetheopportunityforoneononecoaching.

2.10. TRAININGMUSTTAKEPLACEONSAFEEQUIPMENT
Thepracticaltrainingmusttakeplaceonasafe,functionalsideboom.
Theremustbeatleastonepieceofequipmentforeverytwotrainees.

2.11. TYPEOFSIDEBOOM
Traineesmustbecompetentonthetypeofsideboomtheywill
operatehydraulicormechanicalandthetrainingrecordsmust
identifythetypeofequipmentthetraineeistrainedtooperate.

Asinglesessionmayincludetrainingonmechanicalandhydraulic
sidebooms.However,anoperatortrainedsolelyonhydraulicisnot
qualifiedtooperatemechanicalandwillneedadditionaltrainingbefore
operatingamechanicalsideboom.

2.12. TRAININGMUSTINCLUDEPREASSESSMENT
Employersmustdeterminetherequiredprerequisitesandmustbeable
todemonstratetheyhaveasystemtocollectandverifyparticipants
havetheseprerequisites.

Traineeswillhavebasicmathandcommunicationskillsandbeableto
speak,readandwriteEnglish,Frenchorotherrelevantlanguage.

MEDICALCLEARANCE
AlltraineesmustpassamedicalthatmeetsAmericanSocietyfor
MechanicalEngineers(ASME)30.14.143.1.2standard.

FITFORDUTY
Withheavypipelineequipment,thereiszerotolerancefordrugsand
alcohol,whichcanaffecteyehandcoordinationandtheabilityto
operateequipment.Fatigueadverselyaffectsoperatorperformance,
andthereforeworkersmustbewellrested.

BASICMECHANICALAPTITUDE
Asideboomoperatormustbeabletooperateequipmentandrecognize
unusualmachinemovementsandsounds.

ALERTANDAWARE
Sideboomoperatorsmustbeabletoworkcloselywiththeswampers,
whoguidetheworkontheground.Theymustunderstandtheir
relationshipwiththeirswamper,knowthehandsignalsandbeableto
reactquicklytononverbalcommunication.

ASAFEATTITUDE
Asideboomoperatormustalwaysoperatetheequipmentinasafe
manner,focusingonthejobandtakingallnecessarysafetysteps.

UNDERSTANDINGTHEHAZARDS
Asideboomoperatormustbeabletorecognizeexistingandpotential
hazardsandknowhowto:

conductafieldlevelprejobhazardanalysis
checkthemachineforhazards
assessanytaskbeforestarting

APOSITIVEATTITUDE
Operatingasideboomrequiresteamwork.Eventually,thetraineemay
workwithaseriesofsideboomsthatmovesandlayslonglengthsof
pipe.Ifoneoperatorreleasesaloadtoofastortoosoon,itcancreate
hazardsdownthepipeline.Operatorsneedtostayintunewitheach
otherandwiththecrewontheground.Asafe,professionalsideboom
operatorisanexcellentteamplayerwhoworkswellwithothersand
knowseveryactionaffectsotherpeople.

2.13. INSTRUCTORSMUSTBECOMPETENT
Theinstructorprovidingthetrainingmustbeexperiencedasa
sideboomoperatorandfullyfamiliarwiththeequipment.

Theinstructormustensurethetrainingequipmenthasbeeninspected
andmaintained.

Theinstructormustbeknowledgeableinoccupationalhealthandsafety
andbeabletoprepareanddeliverasafetybriefing,describingand
discussing:

requiredpersonalprotectiveequipment(PPE)
sitesafetyinspection,including:

propersiteorientation
emergencyresponse
hazardassessment

2.14. THETRAININGPROGRAMMUSTTESTANDCERTIFYOPERATORS
Asper2:13,acompetentsideboominstructormustevaluatethe
trainees.

Alltraineesmustpassasupervisedwrittenexamanddemonstratethey
cansafelyoperateasideboom.

2.15. THEWRITTENTEST
Topassthewrittenexam,traineesmustreceiveaminimumgradeof80
percent.Thewrittentestmustmeasureknowledgeof:

2.16. OPERATINGTHESIDEBOOM
Traineesmustbeabletodemonstratethattheycansuccessfully
operatethesideboom.Theymustbeableto:
locateandreviewtheoperatorsmanualandlocatethe
manufacturersspecificationsforthespecificsideboom
conductapreusewalkaroundinspection,reportanddocument
deficienciesandproperlyrecordtheinspection

findandcheckmachineratedcapacities
demonstrateproperoperationalcontrolof:

o normalstartupandshutdown
o forwardandreversedriving
o leftandrightsteering
o boomandhoistingtechniques

3. GENERALTRAININGCONTENT
Trainingmustincludeinstructiononsafetyregulations,manuals,
sideboomconfiguration,preuseinspection,maintenanceandpractical
useofsideboom.

3.1. REGULATIONSANDINDUSTRYSTANDARDS

Traineesmustknowtheregulationsandindustrystandardsthatapply
tosideboomoperations.

3.2. OPERATINGMANUALS
Traineesmustlearnhowtocomplywiththeoperatorsmanualand
manufacturerspecifications.

ContentmustincludeinformationonOriginalEquipmentManufacturing
(OEM)manuals.Somemanufacturerscombinetheoperatorrelated
operationandmaintenanceinformationintoonemanualcalledthe
OMM,shortforOperators(orOperation)Manual.

Forthepurposeofthisstandard,OEMmanualsforsideboomsinclude
boththeOMMandthemaintenancemanual.

3.3. EQUIPMENTCONFIGURATION
Traineesmustidentify:

thetypeofsideboom
machinespecificcontrols,suchasfingertipsteering,steering
clutches,differentialsteering
attachments,suchasthestringingstick,jibandwinch


Theymustlearnhowtointerpretcapacitychart(s)andidentifythe
riggingrequired.

Thetraineemustbeabletodescribethepurposeandfunctionofeach
component,includingalloperatinglevers,brakes,additionsand
modifications.

Traineesmustalsounderstandthecapacityofeachcomponentandthe
relationshipsbetweenthelengthoftheboom,lengthofcable,cable
sizeandloadlimits.

3.4. PREUSEINSPECTION
Traineesmustbeabletoconductpreoperationinspections,following
theOriginalEquipmentManufacturing(OEM)manual,aswellasthe
standards,regulationsandcodes.

Traineesmustbeabletoidentifycriticaldeficienciesandknowwhento
tagoutortietolockout.

Traineesmustknowhowtodocumenttheinspectionandcompletethe
necessarydocumentation.

3.5. SIDEBOOMTESTING
Thecoursecontentmustexplaintherequirementtotesttheoperation
ofallcomponents.

3.6. TRAININGMUSTINCLUDEINSTRUCTIONONMANEUVERINGTHE
SIDEBOOM
Traineesmustknowhowweatherandoperatingconditionsmayaffect
thesideboom.Theymustknowhowgrade,slopeandotherground
conditionscanaffecttherigginganditsstability.Asideboomoperator
willlaypipeupslopesandaroundbendsandshouldunderstandhow
differentconditionsaffecttheequipmentandtheload.

3.7. TRAININGMUSTINCLUDEINSTRUCTIONONOPERATIONALHAZARDS
Traineesmustbeawareofburiedandundergroundutilitiesandtheir
markings,aswellas:

SIDEBOOM
Traineesmustbeabletooperateallequipmentandcomponents.The
trainingmustincludeinstructiononthedifferencesbetweensideboom
models.

Traineesmustknowstandardoperatingpracticeshowto:

Traineesmustknowhowtoconnectandoperatetheattachments
safely.Theymustalsolearnabouttheirlimitations.

Theymustknowhowtochecktheriggingbelowthehook(forexample
slingsandbelts)andhowtodetermineiftherigginghastheproper
configurationandcapacity.

3.11. TRAININGMUSTINCLUDEINSTRUCTIONONWORKINGWITHPEOPLE
ONTHEGROUND
Traineesmustbeawareofverbalandnonverbalcommunication
(includinghandsignals)from:
