This E challan system is a real time system, dynamic in nature and


issue ticket to traffic violators

The system will enable to seize stolen vehicles on the spot as the cop
is able to access the database at all times.

The system will allow the cop to regulate the traffic and also book the
offence.

The system is simple and very easy to operate with minimum literacy
level.

The system enables the cop to collect all the dues from the traffic
violator and seize the vehicle till the dues are cleared.

The system calculates the penalty as the device is in sync with


database.
e - Challan
How this System Works

Traffic cop will enter the Vehicle details (like Vehicle Number,
manufacturer, color of the vehicle) into the handheld devices at the site of
traffic violation.

If the traffic violator is caught at the site of offence, he will be issued


ticket on the spot as per the tariff fixed.

If the traffic violator is not caught at the site of offence, the ticket details
are updated to the database. Printed ticket is sent to vehicles registered
address for payment.

The database is in sync with e-seva database (part of e-governance) to


enable all the traffic violators to pay penalty at nearest e-seva center.

Advantages with e-Challan System

Inconsistency of capturing data manually.

History of all traffic violators and take up preventive steps to ensure


discipline of motorists. Repeat traffic violators license can be impounded.

Stolen vehicles can be caught on the spot.

Improve the performance of traffic cops.

Analyze trends in traffic violations and take corrective steps.

To achieve the goal of ensuring roads are safe for driving, pedestrians
friendly, lane discipline, reduce accidents thus saving the precious life of the
citizens.
Security System provided at various levels of operations

Machine Level Security:

Provision of dedicated unique Machine ID for each


machine at the manufacturer level.

The machine acts a Thin Client and Computation


being done completely at the server end after proper
authentication.

Menu displayed is designed and managed from the


server end only.
Security System provided at various levels of operations

Network Level Security:

SIM cards authentication is done for every transaction.


Access to online server through non-authorized SIM cards is
not allowed.

Access to server is allowed only on authentication of SIM


card and Machine ID.

VPN network is recommended for enhanced security.

Data encryption techniques can be provided to avoid


manipulation.

Functional Check Procedure
(As Provided by the Customer)

1. Press and hold on the Red button for 3-5 sec. and wait for 60 sec. for the device to start ON . Device will comE
in ma in window screen.(this is for Display testing)

2. Now we can see the main application which is asking for language (English/Hindi). Select for commonly
"English".
3. After selecting the language, it will asking for ''internet service provider" (NOTE :To direct go for next step,
please select "Exit" of 'Internet service provider')
4. When the device will come to "Home page" press the Demoapps icon t o get for list of applications. List of
applications screen appear ... then press or select the application we want to check

5. Press up and down arrows to move to the va rious application icons. We can test the print by selecting just tou(
'Print" icon . The test print w ill come {this is for printer test).

6. Press the biometric icon to test the biometric. First put one finger on biometric sensor to enroll and press the
"Enroll" Key. Message will come as 'Enrollment has been successfully done'. Touch "ok" key.
7. To validate the sensor, then once aga in put same finger on biometric sensor and select "VALIDATE" key.
8. Message will appear on display "Finger Matched" then press "OK" and then press "EXIT" to close the window .

9. After biometric test we can select " back" icon to get Demo apps or we can go for next step (i.e)., up and down
arrow wh ich are right corner top side of display. To test the keys working, select "Text Ed itor" icon then the
note pad will appear on screen . Then press each key and check for the text . (This is text test procedure as well as
keys testing procedure .)

13. After completing the application tests we can shutdown the device, to shut down the device press RED colour
button which in left corner in down side of keys or go in System app and select "Shutdown "Key ,then it will
asking for shutdown 'YES or NO. Press yes key for shutdown.

INTRODUCTION
Precise Automation and Robotics intend to submit this proposal as GIS consulting firm
for the development of a highquality statewide digital parcel database and to make the
information available for the Police Department using interactive application.
Precise shall develop a highquality statewide digital parcel database, integrate other GIS
layers and local data, and make the information available on the website through an
interactive application. All GIS products shall be delivered as topologically correct
geodatabases as provided by the Police Department.

PROPOSED SOLUTION
Precise Automation and Robotics is a qualified consulting firm, will complete capacity to
develop a statewide digital parcel base, linked to the assessors database, and to develop
an internetbased GIS layer on existing mapping platform and portal for publishing the
Police GIS layer online. The layers primary functionality will be to support parcelbased
query, selection, display and mapping. Purpose, goals and desired outcomes of the online
GIS application include:
Improving information pertaining to services and other information of
importance pertaining to Police Department through 24/7 online access
Assisting the state in providing public accessibility to the new GIS layer of
Police Department
Enabling the general public, property owners, and professionals to, using
an internet browser, query, browse, report, print maps, and create abutters
lists
Reducing costs related to providing GIS software to Police staff

TASK 1
DEVELOP DIGITAL PARCEL DATA
The currently available GIS information and maps are in dated condition. Much of the
information contained on the maps must be verified from surveyor maps.
Precise shall create the entire GIS layer of Police Department, covering all information
ranging from Police Stations, Points of Interest and any other information deemed
important to be placed on the GIS layer.
If possible with the existing platform, the firm shall also process geo analytics on the data.

TASK 2
INTEGRATION WITH WEB BASED APPLICATION FOR GIS
Integrate in a secure, webbased mechanism of current GIS Platform that is
available for personnel and the general public with a link from the said GIS
portal (internal optional).
Provide data layer management with modern and intuitive user friendly
interface, resizable screen map interface with fast display using the latest in GIS
Server cache technology, as per availability.
Make GIS layer on available Server published services available to the public for
direct use in GIS.
Provide property, name and address search capabilities, including list
searching.
Display easy to use thematic map overlays as developed in Task 1, as well as
other local datasets such as: digital orthophotography, planimetric mapping,
wetlands, water features, topography, floodplains, open space, historic aerial
photography, street centerlines, canvassing districts.
Ensure that the application will support a variety of operations by providing an
interactive and a highly functional interface with the GIS database and allow for
interaction with other layers and data. System will support future webbased
application creation.
Ensure that the application is extensible and configurable to allow future
enhancements and additions as the Police Departments GIS needs evolve and
handles web mapping services inputs.
Configure the website options to the Departments preferences in external
and/or internal versions.
Create a brief users manual that provides an overview of how to use the web
GIS application to perform a variety of functions.

GIS can be defined as "a set of graphical procedures for capturing, storing and displaying
information so that it can be delivered to the appropriate individuals in the organization
to assist them with their job functions". By using more advanced information technology
and associated procedures, Police Department could improve the efficiency with which
information is collected and stored, and the effectiveness with which it is used by police
officers.

COMMON INTEGRATED GIS


The proposed solution would reside at Data Centre of choice of Police Department and
would cater to the functionality that is required at the State level pertaining to the entire
GIS layer. The entire data shall be populated on the GIS layer by Precise Automation and
Robotics. The system would enable Police Department to present all graphical data on a
map pertaining to the Police Department in order to organize it suitably to serve HQs
requirements and to provide HQ with the analysis and reporting abilities to meet their
objective as the central level crime and criminals data repository of the state. This would
also address the crime and criminals related information needs of any other government
departments and agencies, citizens and citizen groups. Also, the system is capable to
interface with external agencies such as passports, Transport authorities, etc.

The system is envisaged to meet the following requirement:
It will lay special emphasis on the centralized GIS from police stations with focus
on usability and ease of use of the application with GIS entry in a decentralized
mechanism.
It will be designed to provide clear and tangible value to key roles at the Police
Station: specifically the SHO (Station House Officer) and the IO (Investigation
Officer).
It will be event and roledriven. Access controls will be developed and role based
access will be provided in the application.
It will be intelligent and help police perform their roles by providing alerts,
highlighting key action areas, etc.
Ability to view and exchange information amongst Police Stations, between Police
Stations and other Police formations and with external entities including citizens.
Central facilitation and coordination primarily driven and owned by State where
State can configure and customize the Application for their unique requirements
without the intervention of the central entity.

PRECISE SUPPORT
Precise Automation and Robotics shall provide Application Management services to the
Police Department.
The application management services include the following:
Provision of bug fixes, minor changes, error resolutions and minor enhancements.
Minor enhancements (the usual runofthemill enhancements and not the ones
identified as part of Continuous Improvement).
Change request management based on feedback from the users.
Release Management; Version control of Application, with departmentspecific
configuration incorporated.
Any changes to code that may be required because of patches to licensed software
being used (if any).
Updating and maintenance of all project documents.
Precise shall be responsible for application management services and
maintenance support for additional applications, customizations and extensions
at the State.
All planned changes to the application, especially major enhancements and
changes in functionality that are deviations from the signedoff FRS/SRS, shall be
coordinated within established Change control processes to ensure that:
o Appropriate communication on change required has taken place.
o Proper approvals have been received from department.
Cost and effort estimate shall be mutually agreed upon between Precise and Police
Department.
Precise will define the Software Change Management and version control process
and obtain approval for the same from Police Department. For all proposed
changes to the application, Precise will prepare detailed documentation including
proposed changes, impact on the system in terms of functional
outcomes/additional features added to the system, etc.

INTRODUCTION
The need for good recordkeeping and informationsharing practices has taken on added
significance in todays global environment. Not only do good records provide crucial
internal information (i.e., business operations and case management supportnot to
mention the official memory of an agencys investigations), law enforcement agencies
now need to communicate agencytoagency and across continents in order to protect the
citizens.

Nothing is more important to accomplishing that mission than having accessibility to
accurate and timely records. Calls for service records and investigative, arrest, criminal
identification, detention, and even civil records hold information that by themselves
mean little; however, when pieced together with information from other jurisdictions,
the result can help with all levels of investigations and aid in safeguarding the Nation.
Availability of relevant and timely information is of utmost importance in conduct of
business by Police, particularly in investigation of crime and in tracking & detection of
criminals. Police organizations everywhere have been handling large amounts of
information and huge volume of records pertaining to crime and criminals. Information
Technology (IT) can play a very vital role in improving outcomes in the areas of Crime
Investigation and Criminals Detection and other functioning of the Police organizations,
by facilitating easy recording, retrieval, analysis and sharing of the pile of Information.
Quick and timely information availability about different facets of Police functions to the
right functionaries can bring in a sea change both in Crime & Criminals handling and
related Operations, as well as administrative processes.

Creation and maintenance of centralized MIS on Crime & Criminals in digital form for
sharing by all the stakeholders in the system is therefore very essential in order to
effectively meet the challenges of Crime Control and maintenance of public order. In
order to achieve this, the centralized system should meet a common minimum threshold
in the use of IT, especially for crime & criminals related functions.



PROPOSED SOLUTION
More than ever, Precise Automation and Robotics is committed to helping law
enforcement meet its ongoing need for immediate, accurate, and reliable information.
One small way to achieve that goal is to provide the information that Police Department
needs with a Master Crime Records MIS system.

Management information systems (M.I.S.) can be defined as "a set of procedures for
capturing, storing and displaying information so that it can be delivered to the
appropriate individuals in the organization to assist them with their job functions".
Described in this fashion, M.I.S. already exists in all police agencies. Yet, we believe that
improved, integrated, centralized and unified M.I.S. would enhance the performance of
Police Department by multi fold. By using more advanced information technology and
associated procedures, Police Department could improve the efficiency with which
information is collected and stored, and the effectiveness with which it is used by police
officers.

A need has been felt to adopt a holistic approach to address the requirements of the
police, mainly with relation to management of crime records. Therefore, it becomes
critical that information and communication technologies are made an integral part of
policing in order to enhance the efficiency and effectiveness of the Police Department.
In order to realize the benefits of eGovernance fully, it is essential that a holistic approach
is adopted that includes reengineering and standardizing key functions of the police and
creating a sustainable and secure mechanism for sharing critical crime information
across all Police Formations. The MIS solution is robust enough and has been
conceptualized in response to the need for establishing a comprehensive eGovernance
system in police stations across Rajasthan with centralized real time information on
Crime Records.


PURPOSE
The purpose of the PAR police management information system is to "develop
management information system that could be used by police Department to guide future
information systems management. The solution could be used by police department to
identify first, their own information requirements and second, the general specifications
of information systems required to meet these needs integrated into a bundled solution".

The aim is primarily an initiative to create crime and criminalsrelated integrated
Management Information System that can be used for crime monitoring by the Police
Department, Government of Rajasthan, and to facilitate statistical analysis of crime and
criminals related information with the Districts and monitoring agencies.

The data may also be used for publishing online reports such as Missing Persons report
and can also be used as the basis for online query facilities that are available through the
website. In addition, it can also be used by Police Department to publish an annual state
wide Crime Report. The system focuses exclusively in Crime and Criminals information
and does not address the other aspects of Police functioning.

MECHANISM
A feature common to most of the early efforts has been a predominant focus on collection
of data as required by the monitoring agencies and on specific functions such as records
management, statistical analysis and office automation; rather than on police stations,
which are the primary sources of crime and criminalsrelated data generation.

In order to provide an application that supports police station operations and the
investigation process, and that is common across all states and union territories, Precise
has conceptualized the Common Integrated Master Crime Records Management
Information System. The aim of the system is to bring about computerization and
automation in the functioning at the police station with a view to bringing in efficiency
and transparency in managing the crime information from the police station level and
improve service delivery to the citizens.

The solution shall be creating a comprehensive and integrated system for enhancing the
efficiency and effectiveness of policing with centralized MIS of crime records at all levels
and especially at the Police Station level through adoption of principles of eGovernance.

COMMON INTEGRATED MIS


The proposed solution would reside at Data Centre of choice of Police Department and
would cater to the functionality that is required at the State level pertaining to Crime
Records Management. The system would be developed by Precise Automation and
Robotics. The system would enable Police Department to receive crime and criminals
related data from Districts in order to organize it suitably to serve HQs requirements and
to provide HQ with the analysis and reporting abilities to meet their objective as the
central level crime and criminals data repository of the state. This would also address
the crime and criminals related information needs of any other government departments
and agencies, citizens and citizen groups. Also, the system is capable to interface with
external agencies such as passports, Transport authorities, etc.

FUNCTIONALITIES
Districts HQ Data Transfer and Management
The service shall enable the Police Department to receive, transform, and collate the
crime, criminal, and related data from all Police Stations across the state, to organize it
suitably to serve Department requirements.
Crime and Criminal Reports
The service shall enable authorized personnel to generate the reports and perform
analysis on the central crime, criminals, and related data repository of the state.
Crime and Criminal Records and Query Management
The service shall enable the authorized personnel to view various registers and perform
basic and advanced queries on the central crime, criminals, and related data repository
of the state.
Publication Service
This functionality will help the Police Department to publish the periodic crime reviews
to the Police Department portal.

Crime and Criminal Records and Query Management Service Module
This module is sub divided into two parts Internal Search and External Search. Internal
Search module functionality will help the police personnel in searching (Quick &
Advanced) the complaint, crime, criminal, abandoned / unclaimed property, stolen / lost
property, missing persons, arrested, released from jails, convicted, acquitted, pending
warrants, pending summons and other investigationtoolkitdata (Vehicle Registration,
Driver License, Cell Phone Numbers, Voter Details, Education Data etc.). Search facility
would be integrated with all the modules proposed in this document. This module would
work as a one stop search facility for anything stored in the information/ knowledge base
of Police. External Search module is a search engine based application for search of
Database of various other Departments required to be used during the course of
investigation, crime detection, Antecedents verification etc. It will satisfy long felt need of
Police Officers in reducing time and effort in obtaining such information from other
Departments. This data would be available to all the Police Officers Online at their
workplace on 24/7 basis. This data could also be secured by Investigating Officers in the
Field by sending an SMS to the Data Centre, Maharashtra Police Headquarters.
Configuration Module
This functionality will help the state to configure the application to suit to their
requirements. The configurability would be by a business user through the user interface
of the application or through a technical user by changes to the master data at the
database without any requirements of changes to code or redeployment of the
application.
Periodic Crime, and Law & Order Reports and Review Dashboard Service Module
The service shall enable the police personnel to view relevant reports and dashboards
and to conduct periodic crime, and law & order reviews of the police station(s) under the
officers jurisdiction.
Alerts Notification, Events, Reminders and Activity Calendar Tasks Service
The service shall capture / generate the required alerts, important events, reminders,
activity calendar and tasks.
User Help and Assistance Service
The service shall enable the end user to view the help manuals of the application and in
guiding the end user in using the application.

User Feedback Tracking and Resolution Service
The service shall enable the police personnel in logging the issues/defects occurred while
using the system.
Activity Log Tracking and Audit Service
The service shall capture the audit trail resulting from execution of a business process or
system function.
User Access and Authorization Management Service
The service shall enable the administrative user in setting the access privileges and will
provide authentication and authorization functionality.

The system is envisaged to meet the following requirement:

COST EFFICIENCY OF THE PROJECT
There are a total of 216 Police Circles and 856 Police Stations in Rajasthan across 10
Ranges. In addition, a specific data management and statistics team exists for master
crime records management.
A large number of resources and human capital is consumed for management for crime
records, in addition to which, duplicate and redundant entry of data, and need for
repetitive, manual report preparation exists, causing further wasteful expenditure.
The project, coming into existence, shall save the total cost of all such resources and
human capital, and in addition, freeing valuable time and resources for the performance
of core police functions.

PRECISE SUPPORT
Precise Automation and Robotics shall provide Application Management services to the
Police Department.

Any changes to code that may be required because of patches to licensed software
being used (if any).
Updating and maintenance of all project documents.
Precise shall be responsible for application management services and
maintenance support for additional applications, customizations and extensions
at the State.
All planned changes to the application, especially major enhancements and
changes in functionality that are deviations from the signedoff FRS/SRS, shall be
coordinated within established Change control processes to ensure that:
o Appropriate communication on change required has taken place.
o Proper approvals have been received from department.
Cost and effort estimate shall be mutually agreed upon between Precise and Police
Department.
Precise will define the Software Change Management and version control process
and obtain approval for the same from Police Department. For all proposed
changes to the application, Precise will prepare detailed documentation including
proposed changes, impact on the system in terms of functional
outcomes/additional features added to the system, etc.

Dated: 06/01/2015.
As per terms & condition/schedule mentioned in RFP, payments would
be released only after receiving Go Live Certificate for each of these
respective portal covering web sites/web pages/Mobile Apps linked with
subject to RISLs original work order.
Payment shall be made to the purchaser as & when it is due as per
conditions mentioned in RFP No.4.6(105)/RISL/Tech/14/9326 Dated: 06/01/2015
which should be in Compliance as accompanied by invoices describing, as
appropriate, the services performed, and by the required documents submitted
pursuant to general conditions of the contract and upon fulfilment of all
the obligations stipulated in the Contract.

3. LD/Penalty charges: LD (If/any) will be deducted/reduced in case levied on


M/S SEPL with respect to portals covered in this work order. All
deliverables related to work order shall be applicable on M/S Nexteon
Solutions as well as per clause 5.18.

4. Scope of Work: SOW covers all responsibility related to designing &
