what is sdf?
IEEE Std 1497.
It is an ASCII rext file.
It includes specification of interconnect delays,
device dealys and timing checks.
it is meant as an exchange medium betweeen tools.
the data represented in tool independant and
language independant.

THE FORMAT
An SDF file contains a header section followed by one or more cells.
Each cell represents a region or scope in a design. It can be a library
primitive or a user-defined black box.
The header section contains general information and does not affect
the semantics of the SDF file, except for the hierarchy separator,
timescale and the SDF version number.
EX:1.(DIVIDER /)
2.(TIMESCALE 10ps)
The SDF version, SDFVERSION, is required and is used by the consumer
of SDF to ensure that the file conforms to the specified SDF version.

A cell may either be a library primitive or a hierarchical block.
