Job Description

Job Purpose
The purpose of the Programme Accountant position is to ensure that CST partners are meeting CSTs and back
donors requirements. The position holder will closely work with partners and programme staff reviews their financial
reports and do recommendations as needed.

Job Scope
The position holder is not a budget holder. However, it works closely with programme staff & Partners staff to provide
technical support as needed.

Accountability
The position holder will report to Finance & Administration Manager (FAM). In addition s/he will work closely with
programme staff-including Programme Manager (PM) and Institutional Funding Coordinator as required.

Key Responsibilities

(a) Oversee Partner Financial Report & Management of Partners (40%)

Lead on reviewing partner Financial Reports alongside programme team members and ensure that CST
and donor requirements are being met.

Review CST records ensuring that partner financial reporting is up to date and properly maintained, in
accordance with CST and donor requirements

Provide support to the finance and accounts departments of partner organisations to enable them to
produce and submit accurate expenditure reports.

Support will include recommendation on accounting and reporting systems, design of spreadsheets,
training and on-going financial guidance.

(b) Financial Control and Reporting (30%)

Assist with, external and internal control audits as required and in the implementation of
recommendations both internally and with partners.

Assist with investigations into alleged fraud or irregularities at partner organisations.

In-collaboration with programme staff conduct annual and bi-annual financial monitoring visit to partner.
As needed, the visit can be made at ad-hoc bases.

In collaboration with the Programme accountant Provide comprehensive reports on major financial
monitoring visits to Finance & Administration Manager and Programme Manager on quarterly bases.
Assist the programme team in the preparation of donor reports. Ensure that donor reporting meets all
donor financial reporting requirements.
In collaboration with the finance team & IFC, assist the preparation of donor reports as required.
(c) Provide Technical Support to Partners (10%)

Provide support to partners in preparation of financial proposals and reports with specific reference to
institutionally funded projects.

Desirable

Experience in Donor (EC, DFID, UN and other International Donors) fund projects
Minimum of 2 years of working in a partnership led organisation.
A good team player and energetic to meet deadlines.
Willingness to travel to fields (50%)
In the event of a major issue in relation to financial management at partner level, especially in the
management of donor funds, the programme accountant may be required to be deployed to a partner
organisation to ensure that financial management and reporting are carried out in accordance with Trocaire
and donor requirements.

(d) Internal Systems and Processes (10%)

Review with all programme budget holders monthly reports as available on Agresso Business World and
facilitate with programme staff follow up of any issues or variances arising.
Assist in the preparation of donor budgets; ensure compliance with donor regulations and ensure that
donor budgets are incorporated into the country budget & budget revisions.

(e) Budgeting (10%)

In collaboration with Finance & Administration Manager, support the programme staff in annual budgeting
process.
Support Programme team in programme budget monitoring, review and reporting process.
In consultation with Finance & Administration Manager, provide technical advice to the IFC to in
Institutional Fund budget proposal.
Any other assignment assigned by the country management team or Finance & Administration Manager.

Terms and Conditions


Contract A Fixed term (1 year) contract, including a three-month probationary period. The contract may
be extended depending on the availability of funds

Salary Grade/Band 6a: ETB Gross 295,738 (two hundred ninety five thousand seven hundred thirty
eight birr) per annum including the 13 month salary.

Hours 35 hours per week. Normal CST office hours are 08.30 to 5.00 with one hour for lunch. This
post will require some weekend and evening work for which time off in lieu may be taken.

Holidays 20 working annual leave days per annum plus statutory holidays plus 6 days determined by
CST at Christmas/Easter with a maximum limit of 34 days per annum.

Notice period Three months either way after completion of the probationary period.

Pensions Per the New Pension Law, you will be required to make contribution of 7% of your salary and
CST will make a contribution of 11% of your salary to your Pension Fund that will be maintained
by Private Organization Employees Social Security Agency. CST will also make a contribution
of 5% of your salary to the Provident Fund Saving Account that will be set-up in your name.
