1. This
NATO
Standardization
Agreement (STANAG) is
promulgated by
the
Chairman MAS under the authority vested in him by the NATO Military Committee.

2. No departure may be made from the agreement without consultation with the
tasking authority. Nations may propose changes at any time to the tasking authority
where they will be processed in the same manner as the original agreement.

3. Ratifyingnations haveagreed thatnational orders, manuals andinstructions


implementingthis STANAG will includeareference to the STANAGnumberfor
purposes of identification.

DEFINITIONS

4. Ratification is "The declaration by which a nation formally accepts the content


of this Standardization Agreement".

5. IrnDlementation is "The fulfilment by a nationofitsobligations under this


Standardization Agreement".

6. Reservation is "The stated qualification by a nation which describes that part of


this Standardization Agreement whichit cannot implementor can implement onlywith
limitations".

RATIFICATION, IMPLEMENTATION AND RESERVATIONS

7. Page iii gives the details ofratificationandimplementationofthis agreement.


If no details are shown it signifies that the nation has not yet notified the tasking
authority of its intentions. Page iv (and subsequent) gives detailsof reservations and
proprietary rights that have been stated.

AIM
1. The aim ofthisagreementis to giveguidelinesonthemanagementofenvironment
testing of defence materiel and to standardize environmental testing processes.

AGREEMENT

2. ParticipatingnationsagreetousetheAECTPslistedatAnnexAinnationalprojects
and/ormulti-nationaljointprojectslprogrammesforthedevelopmentandprocurementofdefence
materiel.

3. Changes to theAECTPswillbeincorporatedintothepublicationsandwillbeaccepted
as part of them provided the changes have been formally offered byAC1301 to national authorities
concerned, and have been agreed by them.

LIMITATIONS

4. Thefollowingenvironmentsareexcludedfromthisagreement:

a. Nuclearwarfare,withtheexceptionofelectromagneticpulse.
b. Chemical
warfare.
C. Biological
warfare.

TERMS AND DEFINITIONS

5. Forthepurposeofthisagreementthefollowingtermsaredefinedasfollows:

a. EnvironmentalTestinq.Thatpartof a materieltrialsprogrammeconcerning
the simulation of expected climatic, mechanical and electrical environmental
conditions or their effects which influence materiel performance.

b.Tailorinq.
The
process
of choosing or altering test sequences,
procedures, conditions, values, tolerances andpass/fail criteria to simulate or
increase the severity of the effects of one or more environments to which
materiel is likely to be subjected during its life cycle.

Further terms and definitions are listed in the respective AECTPs and/or Methods.

ALLIED ENVIRONMENTAL CONDITIONS AND TEST PUBLICATIONS

6. The series of AECTPs, as listed at Annex A, is divided into Guidelines on Management


Planning, Definitions of Environments, and Environmental Tests.

7. Manaaement. Internationallyagreed test andevaluationmethodologyandprocedures


facilitateinteroperabilityand the reciprocalprocurement of defence materiel byNATOnations.
AECTP-100 provides general guidelines for the management of environmental test programmes in
such procurement projects.

0.DefinitionsofEnvironments.Internationallyagreeddefinitions of environmentswhich
defence materiel is likelytoencounter, will providebaseline data to project managers and test
establishments when developing environmental test requirements. AECTP-200 provides references
to such definitions.

9. TestMethods.Standardenvironmentaltestmethods, as agreedby the participating


nations,aredescribedinAECTP 300, ClimaticEnvironmentalTests,AECTP400,Mechanical
Environmental Tests,
andAECTP 500, Electrical
Environmental
Tests. Any such standard
tests/methods shall be subject to tailoring, as necessary, to meet particular project requirements.

IMPLEMENTATION OF THE AGREEMENT

11. This STANAG is implemented by a nation when it has issued instructions to its forces
that defence materiel should be developed, tested, assessed and qualified in accordance with the
Allied Environmental Conditions and Test Publications as covered by this agreement.
