some decisions

Remember the purpose of the Comprehensive Plan is to

help you make good decisions in response to what you
know, what you can anticipate, and what you cant
foresee
Whats In The Plan

(expensively adapt or cheaply stay the course)
 Waiting Is Not A Strategy
(US, Virginia, Region leaving you behind; you can choose to adapt, or not)
Bills Piling Up; Vulnerabilities Not Going Away
(Past Due notices at exactly same time you have to up your game)
 A promise to live by our values
and a plan to get us there.
This plan - not really a plan so much as a
pledge to ourselves that we will be guided
by our promised fidelity to live by our stated
values - is a commitment on three fronts.

Catch Up - Keep Up - Invest in the Future
First, we have some
catching up to do.
No point pretending otherwise.
Time to roll up our sleeves. We will
dig deep. This plan is clear about
the need to stop crying and start
sweating, stop talking and start
walking, stop cursing and start
praying. It means we acknowledge
that yesterdays frugality may have
been necessary, but now we have
to pay for it.

Second, we have to do a
better job of keeping up in
spite of limited resources and
the shock of job loss, than we
were able to do.
No more kicking the canno more
deferred maintenance. This plan
makes clear our intent to maintain
our schools and parks and roads
and sidewalks and homes and
businesses to a high standard.
It means we will NOT put off
maintenance and stewardship in
return for low taxes today that will
only cost our children tomorrow. It
means we WILL take care of our
city.

Third, we will invest in the
future.
Sometimes aggressively and
other times more cautiously,
we will look at ourselves in the
competitive context of market
reality, and take active steps
- continually - to get and stay
ahead of cost curves, to value
engineer our management of our
communitys resources, and seize
the magic opportunity life in the
Valley offers. It means we always
weigh our decisions against this
question: is what we are about to
do going to make us more fiscally
stable as a city in the long run.
