Downlink signaling counter current

The counter used in determining when the downlink signaling failure condition is declared. Whenever the
message is decoded in the paging subchannel; if the message decoding is successful, the DSC counter is
increased by one; if the message decoding fails, the DSC counter is decreased by four. The downlink signaling
failure condition is declared if the DSC counter drops to zero or below. See 3GPP TS 145.008 subclause 6.5.
