tribes with any prospect o f success when we take into consideration

to four feet thick , we mus t readily come to the conclusion as to what ,

the e ffect would be upon a body o f hastily raised and illy equipped
v olunteers destitute as they must be o f all t h e supplies and a ppli

a n c e s whi ch tend and are n ecessary to render an army e ffec tive in the

tant fact shoul d not be overlooked that be fore a force can reach t h e

enemy s c ountry they will b e compelled to p erform a march o f s ix


h undred miles over an uninhabited desert co untry generally destitute ,

o f grass at this s eason o f the year , rendering it certain that when ,

arr i ved at the point o f desti ned operations , w hat animal s should then
b e alive would be entirely insu fcient fo r the arduous and continued
e xertions necessary to overtake an d punish a scattere d and ying
enemy I apprehend that an e xpedition agains t those Indians would

be like previous e xpeditions agains t the Indians o f this country , in


which it has been demonstrated that the di fculty consists more in
nding than in the killing

I am aware that many p ersons honestly entertain the opinion that


the w inter i s th e most suitable time to undertake campaign s a gainst

the I nd ia ns but with all de ference to such I am compel le d t o say ,

that my own observations have led me to a di fferent conclusi on I t .

i s a fact in no wise disparaging t o white men , that the habits o f th e

war with less means and in a mountain country, keep entirely b e

season is too fa radvanced to organi z e a fo rce and reach the enemy s ,

country , in time to render any Important service before winte r sets
