found with improper conduct and maladministration

Outcome Bheki Cele suspended & Mahlangu-Nkabinde sacked in the 2011

2. The Midvaal Saga

Time frame 2011

Subject Midvaal Municipalities Appointment of a legal firm without following

correct procedures

Personalities involved Andre Odendall (DA leader in Midvaal)

Investigation Report violated the Procurement Policy Framework

Outcome Decision for Andre Odendall to be investigated by the law society of

Northern Provinces
3. National Consumer Commission sage

Time frame On May 2012,

Subject Complain by National Consumer Commissioner (Mamodupi Mohlala-Mulaudzi)

on the abuse of power by Trade and Industry Director General (Lionel
October)

Personalities involved: Trade and Industry Director General-Lionel October

Investigation Report: Lionel October had abused power that affected the independence of NCC

Outcome: She suggested that both parties sit down to clarify each others roles and

other roles in which they may share within the administration of both the
NCC and DTI.

NB: The NCC is South Africas consumer watchdog and it is administratively located within the trade
and industry department.
