INVITATION TO BID

FOR THE:

PROPOSED DREDGING OF CURRIMAO PORT, ILOCOS


NORTE

The Philippine Ports Authority, PMO-NORTHERN LUZON, through the Corporate Budget of the Authority for
CY 2016, intends to apply the sum P28,683,872.67 being the Approved Budget for the Contract (ABC) to
payment under the contract for the PROPOSED DREDGING OF CURRIMAO PORT, ILOCOS NORTE. Bids
received in excess of the ABC shall be automatically rejected at bid opening.

The Philippine Ports Authority now invites bids for the following Scope of Works:

1) GENERAL EXPENSES
2) DREDGING WORKS

Completion of the Works is required in ONE HUNDRED FIFTY (150) CALENDAR DAYS. Bidders should
have completed, within three (3) years from the date of submission and receipt of bids, a contract similar to
the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in
Section II, Instructions to Bidders.

The Equipment Requirement, (Owned/Leased), for this project is:

1 One (1) unit self-propelled grab type dredger, min. GW 450 tons; with a mechanically
operated or electrically-driven crane of 60 tons capacity (min.); 3.0 cu.m. cap. multiple
line heavy duty grab bucket and 3.50 cu.m. load capacity
or
One (1) unit non-propelled grab type dredger, min. GW 450 tons; with a mechanically
operated crane of 60 tons capacity (min) & 3.0 cu.m. cap. multiple line heavy duty grab
bucket; two (2) unit non-propelled loading barge 200 cu.m. net load capacity; One (1)
unit tugboat 550hp
1 Echosounder
2 Total Station
1 Pumpboat

Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail
criterion as specified in the Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (R. A.
9184), otherwise known as the Government Procurement Reform Act.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships or organizations with at least seventy
five percent (75%) interest or outstanding capital stock belonging to citizens of the Philippines.

Interested bidders may obtain further information from the Bids and Awards Committee and inspect the
Bidding Documents at the address given below from 8:00 a.m. to 5:00 p.m.

A complete set of Bidding Documents may be purchased by interested Bidders from the address below and
upon payment of a non-refundable fee for the Bidding Documents in the amount of TWENTY EIGHT
THOUSAND PESOS (P28,000.00), VAT Inclusive.

The Bids and Awards Committee will hold a Pre-Bid Conference on May 18, 2016, 10:00 A.M. at the
Conference Room, PMO Northern Luzon, Poro, San Fernando City, La Union, which shall be open to all
interested parties who have purchased the Bidding Documents.

Bids must be delivered to the address below on or before 8:30 A.M. of May 30, 2016. All bids must be
accompanied by a Bid Securing Declaration or any form of Bid Security in accordance with Section 27.2 of
the Revised IRR of R.A. 9184. Bids will be opened in the presence of the bidders representatives who
choose to attend at the Conference Room, PMO Northern Luzon, Poro, San Fernando City, La Union on May
30, 2016 at 9:00 A.M. Late bids shall not be accepted.

ENGINEERING

The Philippine Ports Authority, PMO Northern Luzon reserves the right to accept or reject any Bid, to annul
the bidding process, and reject all Bids at any time prior to contract award, without thereby incurring any
liability to the affected Bidder or Bidders.
