on charges of driving under
influence and rash driving in
central London changed Sha-
miun Rahmans life forever. In
a London jail, where he served
out a short sentence, he was
not only brainwashed and ra-
dicalised, but also prepared to
go and join what his recruiters
told him was a global jihad
to establish Sharia law.
It took the best of Indian in-
terrogators to break down Rah-
man. But once broken, Rah-
man had a lot of reveal. He said
that his parents had moved to
Britain from what was then
East Pakistan in 1960. His fat-
her, Hamdu Mian, started a bu-
siness in central London and
eventually built a house on Port
Pool Lane. The 27-year-old also
disclosed that he had dropped
out of school in Class XI and be-
gan taking drugs and alcohol.
In 2011, he was caught for
traffic violations and senten-
ced to 11 months imprison-
ment. He got a suspended sen-
tence, but had to serve four
months in jail. Belonging to a
family of bankers and mana-
gers, Rahman had a hard time
in prison, a police officer sa-
id. This was when he was pro-
vided protection and radicali-
sed by jihadists in the jail.

New Delhi: From October

or even near their homes.
The Delhi government is
planning to notify the Delhi
Parking Rules 2017 by the end
of this month. The rules will
be based on the provisions of
the draft parking policy for
Delhi, which is being finali-
sed at the moment. The par-
king rules will give teeth to
the provisions of the par-
king policy and make them
enforceable, assigning re-
sponsibility to different
agencies such as the munici-
pal corporations, Delhi De-
velopment Authority, Delhi
traffic police, transport de-
partment etc.
We have already finis-
hed working on the draft par-
king policy, which will now
be discussed next week by
the special committee cons-
tituted by the Delhi govern-
ment, said a government of-
ficial. The committee will
finalise the rules, which ha-
ve been designed to imple-
ment the policy, he added.
Apart from officials of
the transport department
and Delhi Integrated Multi-
Modal Transit System, the
committee, which is headed
by Om Prakash Agarwal,
CEO of World Resources In-
stitute (WRI), also has Anu-
mita Roychowdhury of the
Centre of Science and Envi-
ronment (CSE).
Once the committee fina-
lises the draft parking rules,

New Delhi: Armed robbers
on bikes took away at least
Rs 50 lakh from a cash van
after shooting at its custodian
in northeast Delhi on Monday
evening.
The incident is similar to
the heists that were reported
in Rohini and Bhalswa a cou-
ple of months ago. The police
are probing if the same gang
was behind this one too.
The van belongs to a cash
collection firm. Crime
Branch and Special Cell have
been roped in to probe the
case, police said.
The incident took place
around 4pm. The van was
near the Loni border when the
driver had to stop as a bike was
parked in the middle of the
road. The security guard in
the van got down and asked a
man standing nearby to re-
move the bike. However, the
man said that the bike was out
of order. Right then, four
men on two bikes arrived at
the spot and removed the keys
of the van.
When the custodian tried
to stop them, they opened fire
at him. He was hit in the arm.
The incident is
similar to the heists
that were reported in
Rohini and Bhalswa a

ago. Cops are
probing if the same
