1. Introduction
1.1. Purpose
The main graphic table support UMTS, GSM, CDMA and LTE technologies.
In the following text, the following displayed signs mean: feature supported
in UMTS, LTE, GSM, CDMA case, respectively:
All WCELLS features are divided into 2 groups, Basic and Advanced features
All Basic features are supported for all, UMTS, LTE, GSM and CDMA.

WCELLS.mbx does not guaranty any Optimization result. Author denies any
responsibility for any damage that users might have as the consequence of
decisions based upon usage of this tool.
The author reserves the right to change this program anytime without
notice.
The main table containing information of all cells (UMTS, GSM, CDMA, LTE)
is T00_WCELLS.
If needed, this table can be edited using various features of WCELLS. For
example, insertion of new cells into WCELLS is described in Chapter 4.1.1,
editing of individual UMTS cell is described in Chapter 4.8.1.
Manual editing can be used, for example, to set globally Ant_BW of all cells
to desired constant value, using Mapinfo option Update Column. Before such
global editing, it is highly recommended to backup the table T00_WCELLS, in
case of undesired results.
***
In the following sections, the term field will be applied in the context of
T00_WCELLS table if not designated otherwise.
The following rules of default color coding are applied to UMTS cells:
WCELLS_v7.00.mbx
wcells01.dll
DriveInfoApp.exe
SerialNumber.txt
Projects.TAB
Projects.DAT
Apart from the above, user has to provide the existence of C:\TEMP folder
and read/write rights in that directory. The following 3 files have to be
copied there:
Users can have various mobile networks to deal with, WCELLS.mbx can
present and manipulate only one of them at a time. In order to keep all data
in an organized way, a concept of Projects in introduced.
User can manipulate multiple projects using menu option Project Setup and
Maintenance. This involves creating, opening, saving or deleting a specific
Project.
Every Project has a unique name and is located in a separate file folder,
which we will refer to as Project Directory. Project Directory name is
combination of number (provided by WCELLS.mbx) and generic name
(defined by user).
Example: for the first project to be created and a generic name TEST, the
folder name would be 01_TEST.
2. Quick start
After creation of the first Project, a Welcome message will come up, and
the user will be offered to accept the terms of usage. The user is normally
expected to click I AGREE, meaning that he/she accepts the agreement
and is then allowed to continue.
As the result of this, a new Drop-down menu will become visible at the far
right of the Mapinfo menu structure. The menu name is UMTS-Cells
Choosing this menu would result in Drop-down options described in the
chapters to come.
WCELLS.mbx v7.00 10
Also, a Map window would become visible, its name changed to WCELLS
v7.0 TEST, corresponding to generic name of open project.
Figure 3. Mapinfo windows after starting WCELLS v7.0 for the first
time
Finally, Message window will show up, where all the activities will be
accompanied by appropriate messages.

2.1 Quick Start - Generation of cells Mapinfo objects from txt file
information (Basic Features)
The next step in our Quick Start would be to generate new cells from *.txt
file.
The remaining fields can be left as unknown or they can be filled up with
more useful information, if known.
Now, when *.txt file is ready, we can use the following menu option:
UMTS Cells -> Project Setup and Maintenance -> Import Cells from Text File
***
UMTS Cells -> Import -> UMTS: Import UARFCNDL from XLS File
WCELLS.mbx v7.00 12
From Dialog, chose UMTS radio button, Only new, All per carrier field
and click OK, then chose your file (you can import the template file for
testing purposes, having 3 UMTS cells, 1 site).
As the result, new cells should be created and program would create
separate layers and tables, per technology, (3 UMTS and 3 GSM layers),
some of them would be empty.
TROUBLESHOOTING:
Usual issue is that the input text file is not according to required format.
Example 1:
***
For CDMA, one should properly set F34_UMTS_BANDNO, the same field
being used like in UMTS case (valid values are 1,2,3).

2.11 Quick Start - Deleting of all cells (per Technology or all) (Basic
Features)
This option is used to delete all cells of certain RAN Technology (UMTS/
GSM/CDMA/LTE) from T00_WCELLS table. User is asked to confirm this
operation. Also, it is possible to delete all cells from T00_WCELLS
(regardless of RAN Technology).
All auxiliary vector tables (roads, routes, etc.) can be opened manually in
Mapinfo (File, Open) and the current project can be saved (UMTS Cells -
> Project Setup and Maintenance-> Save Project).
It is recommended to keep those tables in ProjectDirectory\ 11_VECTORS
and to name the files according to the following :
Clicking on button activates the button pad Map Tools and then the
following buttons can be used to toggle Roads and Routes on and off on the
Map window:
Those simple options provide much quicker way of displaying and removing
routes and roads comparing to normal Mapinfo layer functions.
Selecting a cell and then clicking on button (Map Tools button pad)
draws series of circles around that cell at 1,2,3,4,5 and 10 km. To remove
circles, click on (Map Tools button pad).
to 10 favorite cells.
To center Map window around currently selected cell (current cell), click on
button.
To center Map window around one of favorite cells, click on the number
associated with that cell.
When 10 favorite cells are already defined, adding an additional cell would
require one of already existing cells to be removed from this list. User is
given an option which cell to remove.
***
3. Advanced Features
Addition
If OK, the neighbor relation A > B is added as an additional row to the table
NBR_Changes.TAB. If neighbors of cell A are highlighted, cell B would be
highlighted as well, after this operation. All changes are assumed to be
bidirectional (and both direction = 2rows would exist in NBR_Changes.TAB).
manually edited using Menu Option: UMTS-Cells -> Project Setup and
Maintenance -> Browse and Edit Table WCELLS_Configuration.
Also, if the neighbor relation A > B already exists, the addition will not be
executed and the warning message will be displayed.
Removal
Select a cell (e.g. cell A) and click on the button (button pad UMTS).
If the neighbor relation A > B does not already exist, the removal will not
be executed and the warning message will be displayed.
All existing 3G->3G relations of cell A would be deleted before adding new
from *.txt file. Only direction A->B is changed, direction B->A stays the
same. For correct functionality, only one source cell should be involved.
This option is used to check added and removed NBR relations (kept in table
T31_NBR_Changes) against eventually updated table with 3G->3G relations,
T11_NBRS_UMTS_UMTS.TAB (i.e. if they are implemented). The result
would be the updated Column: Comment in NBR_Changes reading:
b) The Source cell (or Target cell) has more than Max neighbors, if that is
the result of the check
Both directions have to be explicitly defined in this table (2 separate rows for
2 directions).
STEP3: Compare
Use menu option:
UMTS Statistics data are kept in 5 Mapinfo tables (each for 1 of eventually
existing carriers):
T61_UCELLS_Statistics.TAB,
T62_UCELLS_Statistics.TAB,
T63_UCELLS_Statistics.TAB.
T64_UCELLS_Statistics.TAB.
T65_UCELLS_Statistics.TAB.
Click on the button (Import) from button pad Statistics UMTS and
choose an *.xls file with the required format:
TAB = UtranCell.
*.xls file should have a header row containing field names, with the first field
name = UtranCell.
The other rows should contain numerical values, one row per cell.
If this is the first time to display chosen indicator, user would be offered to
choose thresholds (min and max) for calculating 10 equidistant ranges:
WCELLS.mbx v7.00 50
Upper and lower limit and the color for every range can be customized after
clicking on the button (Edit).
User can quickly switch displaying any of 5 indicators using the buttons :
.
Button removes all indicators from UMTS statistics table and from map.
Button removes all indicators from map, but keeps them in table.
Button prints the list of all loaded indicators in Message window.

The other rows should contain numerical values, one row per cell.
FIELD = DROP_RATE_SPEECH
RANGES = 10
RANGE1 : 0, 0.5, 255
RANGE2 : 0.5, 1, 65280
RANGE3 : 1, 2, 16776960
RANGE4 : 2, 3, 16754768
RANGE5 : 3, 4, 16734240
RANGE6 : 4, 5, 16711680
RANGE7 : 5, 10, 11556864

RANGE9 : 30, 50, 5242880
RANGE10 : 50, 100, 0
RANGEOTHER : 8421504
END FIELD
User is allowed to copy/paste settings of one indicator and change the name
to another one. Also, it is allowed to manually reduce the number of ranges
and in that case one has to delete the unnecessary rows for obsolete ranges.
An example is given below:
FIELD = DROP_RATE_DATA
RANGES = 5
RANGE1 : 0, 0.5, 255
RANGE2 : 0.5, 1, 65280
RANGE3 : 1, 2, 16776960
RANGE4 : 2, 3, 16754768
RANGE5 : 3, 4, 16734240
RANGEOTHER : 8421504
END FIELD

If using this option for the first time (no file loaded), one should use 3rd or
5th radio button. If the data file is already loaded, usual usage (for
presenting selected cell) assumes clicking on 2nd or 4th button. If we want to
quickly pass all cells (one by one), we should use 1st radio button on this
dialog.
Axis is drawn at the azimuth of selected cell and PDF values are drawn as
rectangular regions normal to the axis.
TAB = Sheet1
FIELDS = CellName (source), NbCellName (target), other field names
are arbitrary.
VALUES = For CellName, NbCellName alphanumerical names, starting with
character, for Statistics fields (e.g. Stat1, Stat2,) values must be numeric.
The output would have lines from source to every neighboring cell, with label
in the middle, showing numeric value, like below:
Click on the button from button pad WCELLS modules to activate Map
Tools button pad (if not already active), and click on the button from
button pad Map Tools.

Settings of Ranges and Colors are kept in the text file ThematicSettings.txt.
XLS file should have TAB = Regions with the first field Region and the
remaining field containing arbitrary Parameters or Statistics.
The result would be in the form of Thematic Map with Legend, like one
shown below:
EC and ECIO plots of individual cells are frequently called individual cell
footprints.
The input files are MID/MIF combination of files according to specified format
(Appendix XI). Required MID/MIF files can be obtained after exporting drive
test Scanner data from drive test recording tools like TEMS Investigation.
For this case, a Template is provided in Installation folder. If some other
drive test recording tool is used, it would be necessary to adjust the input
files.
2 separate options are available for this from UMTS-Cells->UMTS Drive Test
SCANNER menu.
User would be asked to chose a folder of the resulting *.TAB files.
STEP3: Displaying Individual PSC footprints
Then click on C and chose one of the *.TAB files previously extracted.
The resulting plot would look like this one below, showing EC:
WCELLS.mbx v7.00 77
With a single click, user can show the next or previous available PSC
footprint from extracted *.TAB files, zoom to view the entire layer or clear
Thematic Map with PSC footprint.
Also, clicking on B button shows the best server EC plot for the complete
imported file (complete drive-test), an example is shown here:
