Just a thought, but I am sure that we could find a segment along the border where fence is currently
required and these different solutions can be constructed and will meet the sector’s operational
requirements. Under PF70, there is a segment in Douglas that is incomplete and is not in the PF225
pot. Most of these fence designs would suit the TCA operational requirements baring maybe the
floating fence, but this can be removed at a later date and a proper solution can be emplaced at that
time when we no longer need these examples. This would also give us some real analysis prior to
these designs being constructed in large quantity. Why build these examples in a controlled
environment where we will not benefit from them in the long run?

Subject: Pedestrian and Vehicle Fence Prototypes for USACE MATOC Industry Day

Gents,

I do not know whose job jar this falls into, so I am shotgunning it out.

BACKGROUND: What we want to do is to have Boeing build prototype fence segments (probably two
sections/panels are needed to show the connecting hardware) for all fence types in the toolbox (i.e., P-
1, P-2, P-3A-15, P-3B-15, PV-1, PV-2, VF-1 and VF-2). We want to have these constructed in time
to support a USACE MATOC Industry Day we anticipate to take place in mid-to-late February. These
prototypes need to be built exactly per the drawings (foundation and all).

BENEFITS: We envision these being used not only to support the MATOC Industry Day, but also to
serve as a test bed for BP to study and test vulnerabilities (e.g. ease in climbing over, etc.). They can
also serve as show and tell for VIPs wishing to view the various fence types without having to go out to
the border. Another benefit of constructing these prototypes is that fence drawing flaws/omissions will
surface thus giving us time to correct these flaws before actual construction takes place.

TASK: We would like to construct these prototypes in the Tucson Sector preferably on CBP property
(ideally at a Station or the Sector HQ). We do not need a tremendous amount of real estate; however,

we will need about a 200’x10’ piece of land to allow for enough room to install the eight different fence
prototypes and have room to walk around and in-between each prototype. If for some reason we
cannot find a location in Tucson to place these, we plan on using Yuma as a backup. We do not want
to place these on Boeing property (e.g. at the Boeing warehouse in Tucson) for fears that Boeing will
charge us a monthly leasing charge.

DEADLINE: We want to formally task Boeing by COB tomorrow (Friday, 18 Jan), so we need to
determine/agree on a suitable location by 1500 on Friday, 18 Jan.

Any ideas where we can construct these? We were throwing around the idea of using the old Douglas
Station, but would like your thoughts/recommendations. Can you reach out to the Sector and Station
Chiefs for their thoughts?
